Certify the Environmental Documentation as being adequate. 2. Adopt the Zoning Ordinance Amendment, thereby upholding the . County Planning Commission approval of the amendment. 3. Introduce Ordinance; waive reading and set a date for adoption of same. REASONS FOR RECOMMENDATION Public and Social Demand for Proposed Uses: Staff has found an increasing public and social demand for firewood sales, recycling activities, and museums. With increasing energy costs over the past decade, the residen- tial fireplace has become relied upon for home heating during the winter months. The lack of competition in the market place is, in part, the cause of escalating firewood costs. Current vacant lands in the A-2 District will provide areas for new firewood sales market place. Staff finds that the parcels in the A-2 District will provide the acreage required for the storage of logs and the producing of firewood. Recycling activities result in a decreased demand for community dump sites. As the public and communities become aware of the benefits of recycling, recycling activities increase. Because of the recent public awareness of the Board to find a dump site in Contra Costa County, public awareness of recycling is at a high point. Agricultural lands are available and well suited for such activities. The noise generating equipment used in recycling is similar to that of farm equipment, and the 5 acre minimum parcel sizes provide a buffer to equipment noises. Small museums, perhaps located in the existing vintage homes, displaying historical artifacts or other items of local interest are considered to be an appropriate activity in the agricultural zones. The ability to use older homes in this manner could result in the retention of structures that might otherwise become economically unfeasible. District (A-2) , (Zoning Ordinance, Article 84-38. 404-Uses with Land Use Permit in the A-2 Agricultural District, County File #ZT 1-88) . Countywide area. Karl Wandry, Community Development Department, presented the . staff report on the requested ordinance amendment, and the staff recommendation to certify the environmental documentation as being adequate, adopt the zoning Ordinance amendment, and introduce the ordinance, waive reading and set a date for adoption of same. The public hearing was opened and no one appearing to testify, the public hearing was closed. On recommendation of Supervisor Torlakson, recommendations 1, 2, and 3 are APPROVED; and as in recommendation 3, Ordinance No. 89-46 is INTRODUCED, and reading waived, and July 11, 1989 is set for adoption of same.
