SUBJECT: Emergency Needs Assessment for Food Programs in the County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. That the Board of Supervisors instruct the Director of .the Social
Services Department to conduct a survey of those programs which provide
food distribution services. The purpose of this survey is to determine
the financial condition of these programs, the number of people who
utilize food distribution services, and possible remedies to the
problem.
2. That the Social Services Director report back to the Board of
Supervisors in a timely manner about the results of his survey and
propose a course of action to alleviate any deficiencies.
3. That the Board of Supervisors ask CHART to allocate funds from the
Winter Relief Fund to assist those food programs which are having
problems keeping their doors open because of financial problems. .
BACKGROUND:
The Richmond Souper Center which is operated by Volunteers of
America (VOA) is currently facing a serious deficit due to the
tremendous demands on its lunch program. This program, which feeds
approximately 300 people per day, is facing cutbacks in services due to
increased demand and higher than expected operating costs. VOA is also
considering asking its poor patrons for donations to help offset
expenses.
If the Souper Center were to close or reduce its services, the
impact on the county's homeless would be significant. For many people
this is the only hot meal they receive.
The county needs to do an assessment of all of the providers to
determine how each provider is coping with the increased numbers of
people seeking the benefits of their services.

This matter was brought to the Board after the Agenda was postd. The Board members unamimously
agreed on the need to take action as an urgency item.
The Board approved Recommendations 1 and 2, and amended and approved Recommendation 3 as
follows:
That the Board of Supervisors ask CHART to stronaly consider allocations of funds
from the Winter Relief Fund to assist those food programs which are having problems
keeping their doors open because of financial problems, and to provide an accountina
of all funds expended to date.
