SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Certify that the Hazardous waste Management Plan Final
Environmental Impact Report has been completed in compliance
with the California Environmental Quality Act as recommended
by the Contra Costa County zoning Administrator.
2. Direct staff to formally distribute the Contra Costa County
Hazardous Waste Management Plan to all cities in the County
for approval.
3 . Request the Hazardous Materials Commission to offer
presentations to the cities to assist them in considering
approval of the Plan.
FINANCIAL IMPACT
Funding for completion of the Hazardous Waste Management Plan was
provided from the State Department of Health Services.
BACKGROUND
Assembly Bill 2948 ( 1986) authorizes counties to develop
hazardous waste management plans. The Board of Supervisors
delegated responsibility for drafting the Plan to the County
Community Development Department , and requested the Hazardous
Materials Commission to directly work with staff to develop the
Plan, and make a recommendation to the Board at various stages of
Plan development. State law requires that the Final Plan be
approved by the cities within the County and the Board of
Supervisors by September 1 , 1989.

The Hazardous waste Management Plan serves as the primary
planning document for hazardous waste management (generation,
transportation, storage, treatment, and disposal) in the
unincorporated areas of the County and the cities. The Plan
includes goals and policies for the siting of off-site, multi-
user hazardous waste management facilities, and for the general
management of hazardous waste through the year 2000. The Plan
also includes siting criteria that will be utilized to determine
if a proposed hazardous waste management facility will be sited.
At the May 31, and June 7 , 1989 meetings of the Hazardous
Materials Commission, the Commission reviewed the Final Plan and
directed staff to make several changes to the Plan prior to
submission to the Board of supervisors. These changes have been
made to the Plan. The Hazardous Materials Commission recommends
approval of the Plan and recommends the Board release the Plan to
the cities for their approval.
An Environmental Impact Report has been prepared on the Hazardous
Waste Management Plan. A public hearing on the Draft
Environmental Impact Report was held on May 22, 1989 before the
County Zoning Administrator. A response document has been
prepared and reviewed by the Zoning Administrator. The Zoning
Administrator recommends that the Board certify the Final
Environmental Impact Report for the Contra Costa County Hazardous
Waste Management Plan.
The Board action approving the Plan will not occur until after a
majority of the cities containing a majority of the incorporated
population have approved the Plan. As soon as the requisite
number of cities have approved the Plan, County staff will
schedule Board approval of the Plan for submission to the State
Department of Health Services. At that time the Board will adopt
the findings for the Environmental Impact Report to complete the
CEQA requirements for the Plan.
The State Department of Health Services has until February 28,
1990 to approve or disapprove the Plan.
