The Plan includes goals and policies for the siting of off-site, multi- user hazardous waste management facilities, and for the general management of hazardous waste through the year 2000. The Plan also includes siting criteria that will be utilized to determine if a proposed hazardous waste management facility will be sited. At the May 31, and June 7 , 1989 meetings of the Hazardous Materials Commission, the Commission reviewed the Final Plan and directed staff to make several changes to the Plan prior to submission to the Board of supervisors. These changes have been made to the Plan. The Hazardous Materials Commission recommends approval of the Plan and recommends the Board release the Plan to the cities for their approval. An Environmental Impact Report has been prepared on the Hazardous Waste Management Plan. A public hearing on the Draft Environmental Impact Report was held on May 22, 1989 before the County Zoning Administrator. A response document has been prepared and reviewed by the Zoning Administrator. The Zoning Administrator recommends that the Board certify the Final Environmental Impact Report for the Contra Costa County Hazardous Waste Management Plan. The Board action approving the Plan will not occur until after a majority of the cities containing a majority of the incorporated population have approved the Plan. As soon as the requisite number of cities have approved the Plan, County staff will schedule Board approval of the Plan for submission to the State Department of Health Services. At that time the Board will adopt the findings for the Environmental Impact Report to complete the CEQA requirements for the Plan. The State Department of Health Services has until February 28, 1990 to approve or disapprove the Plan. jll7 :hwmp.brd 2.
