SUBJECT: INSURANCE UPDATE
I. RECOMMENDED ACTION:
Review update on General Liability, Automobile Liability, Public Officials
Errors and Omissions Liability and Fire and Extended Coverage insurance carried by
the Housing Authority of the County of Contra Costa.
II . FINANCIAL IMPACT:
None.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
General Liability insurance for the Housing Authority of the County of Contra
Costa is through the California Housing Authority Risk Management Agency (CHARMA) .
The Housing Authority has a $1,000,000 per occurrence policy with a $25,000
deductible per occurrence. Additionally, through CHARMA, the Housing Authority now
carries Excess Insurance from $500,000 to $5,500,000 through Housing Authorities Risk
Retention Group (HARRG) . During the 1988/89 Fiscal Year two losses, amounting to
$2,921.00, were paid.
Automobile Liability insurance for the Housing Authority of the County of
Contra Costa is carried through Northbrook Property & Casualty. During the 1988/89
Fiscal Year employees had several small accidents in Housing Authority vehicles and
three losses, amounting to $3,463.86, were paid.
Public Officials Errors and Omissions Liability is carried through both
California Housing Authority Risk Management Agency and a Lloyd's of London policy.
During the 1988/89 Fiscal Year one loss, in the amount of $40,000.00 was paid.
On June 1, 1989 the Fire and Extended Coverage insurance for Housing Authority
of the County of Contra Costa, through the California Housing Authority Risk
Management Agency, was changed. The Housing Authority now carries a $20,000 per
occurrence deductible. CHARMA and Housing Authorities Property Insurance (HAPI), a
division of Housing Authorities Risk Retention Group (HARRG) now share the per
occurrence costs to $250,000 with CHARMA paying 10% and HAPI paying 90% of any loss
to $250,000. Excess Insurance from $250,000 to $33,000,000 is through Hopewell
Insurance Company. During Fiscal Year 1988/89 no losses were paid.

The Fire and Extended Coverage for the Central Office building of the Housing
Authority is through Christiania General Insurance Group. During Fiscal Year 1988/89
no losses were experienced.
