Response to Grand Jury Report Entitled "Observation of the 1988 General
SUBJECT: Election"
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACKNOWLEDGE receipt of proposed response to Grand Jury report "Observation of the
1988 General Elections" and REFER it to the Internal Operations Committee.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Grand Jury report "Observation of the 1988 General Election" was filed on
February 3, 1989 and referred to the County Administrator on February 14, 1989.
The proposed response which follows is submitted for consideration by the Internal
Operations Committee.
RECOMMENDATION #1:
The Registration and Elections Department continue the policy of inviting future
grand juries to observe the election process.
RESPONSE:
The Registration and Election Division will continue the policy of inviting grand
juries to observe the election process as well as the League of Women Voters and
the news media.
RECOMMffiIDATION !/2:
The Board of Supervisors allocate funds to purchase and construct a second level
in the elections warehouse (similar to the removable structure in the Sheriff's
Department Property Room). This will double the storage space at that location
and will not add to the overhead costs of the building.

RESPONSE:
The Board of Supervisors has not been requested to allocate funds for this
purpose. The Election Division is looking at the most cost effective way to gain
additional warehouse space before addressing this issue. The cost of construction
of a partial second level and the renting of additional storage space is being
looked into. The new County Clerk will work with the County Administrator to
determine where the need for additional space fits among the department's
priorities.
RECOM! MATION #3:
Precinct Workers who turn in precinct cartons improperly packaged be retrained.
RESPONSE:
The Precinct Workers are provided training before each election. A policy of
paying each Election Officer $5.00 for attending this instruction has been
adopted. The intent is to standardize this process along with the operation of
each polling location.
RECOMMENDATION #4:
The County Election Board budget for high-grade paper to ensure reliable stuffing
of sample ballot envelopes.
RESPONSE:
This is current being done and no change has been proposed.
RECOMrENIDATION 915:
The County Election Board immediately contact members of the United States
Congress and- demand adequate postal service for future elections.
RESPONSE:
The Election Division has worked with the Postal Service for sometime about the
coordination of mailing needs. The Board of Supervisors looked into this matter
after the June 7, 1988 Primary Election. A letter is being prepared to the
Congressional delegation regarding adequate postal service for future elections.

The Grand Jury observed the 1988 General
Election and recommended five areas of concern:
1 . The Registration and Elections Department continue the
policy of inviting future grand juries to observe the
election process.
Registrar of Voters Response:
1. The Registration and Election Division will continue
the policy of inviting future grand juries to observe
the election process as we have done in the past along
with the League of Women Voters and the News Media.
2 . The Board of Supervisors allocate funds to purchase and
construct a second level in the elections warehouse

grade of paper so that our mailing process can be done
in a speedy and efficient manner.
5 . The County Election Board immediately contact members
of the United States Congress and demand adequate

5. The Election Division has worked with the Postal
Service for sometime about the coordination of our
mailing needs. The Board of Supervisors looked into
this matter after the June 7, 1988 Primary Election and
found no answer. I will send a letter to Congressman
George Miller and Ronald Dellums, United States Senator
Alan Cranston and Pete Wilson over our concerns about
adequate postal service for future elections.
