P300 M347 2/85 Proposed Salary Level : C5-1857 ($2908-3535) Contra Costa County May 1989 HEAD START PROGRAM MANGER DEFINITION: Under general direction, to plan, organize, coordinate and manage the County-wide Head Start program; to provide supervision and policy direction to subordinate program supervisors and to perform related work as required. DISTINGUISHING CHARACTERISTICS: This is a single position management classification at the level of program chief located in the Community Services Department and reporting directly to the Community Services Director. The Head Start Program Manager and subordinate Head Start Program Supervisor provide centralized operational and policy coordination among program elements including educational services, social services, health services and administrative services. The incumbent will provide staff support for community based organizations and the Head Start Policy Council which consist of parents and service agencies. An essential element of this class is that of providing accurate, timely and comprehensive information and recommendations to the Community Services Director upon which final policy, budgetary and administrative decisions affecting the Head Start Program will be made; and act as staff person to Head Start Policy Council . MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in Early Childhood Education, Public Administration, Business Administration, Social Science or a closely related field. Experience: Three years of full-time or its equivalent professional experience in an Early Childhood Education, Child Development, or closely related program which must have included significant administrative, supervisory or program development responsibilities. Substitution: A master's degree in the educational areas specified above may be substituted for one year of the required experience. KNOWLEDGE, SKILLS AND ABILITIES: Good knowledge of accepted principles, techniques and practices of planning and evaluation, budgeting and personnel management for local government units, community based organizations and local private sector firms; good knowledge of statistical methods and methods of graphic presentation; good knowledge of oral and communication skills; good vocabulary with emphasis on personnel terminology; ability to interpret rules and regulations and apply them in work situations; ability to direct and supervise the work of technical employees; ability to prepare clear and concise reports; ability to develop and maintain harmonious relationships with employees, community organizations and the public; and ability to establish and maintain harmonious relationships with employers, community organizations, Head Start Policy Council and the public.
