I. RRECOMMENDATION
1. APPROVE and AUTHORIZE the Chairman to execute the
agreement between the United States of America and
Contra Costa County Flood Control and Water Conserva-
tion District for the completion of the feasibility
study for the Walnut Creek Basin Investigation
Projects on Grayson, Murderers, Tice, Green Valley and
San Ramon Creeks.
2 . AUTHORIZE the Chief Engineer to arrange with the
Auditor-Controller for the required disbursements to
the U. S. Army Corps of Engineers for the District's
cost share.
II. FINANCIAL IMPACT
The study is expected to cost $770, 000. The agreement
provides for 50 percent funding of study costs by Flood
Control Zone 3B.

III. REASONS FOR RECOMMENDATION/BACKGROUND
On June 14, 1988, the Board indicated its intent to par-
ticipate with the U.S. Army Corps of Engineers on the Walnut
Creek Basin Investigation Study. The Walnut Creek Basin
Investigation is a study authorized by the Congress to
determine the scope of needed improvements on several
tributaries in the Walnut Creek basin. The study has
identified five projects that appear to have sufficient
merit to warrant Corps of Engineers' involvement. These
projects are:
1. Grayson Creek-East For, East Branch
2. Murderer's Creek
3 . Tice Creek
4. San Ramon Creek-Chaney Road to Livorna Road
5. Green Valley Creek-Upstream of I-680 to Diablo Road
The study agreement specifies the scope of work to be
performed and the financial responsibility of each party.
District staff will perform approximately 25 percent of the
engineering work.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to participate in the study may mean the loss of any.
potential' federal funding for channel improvements in these
areas.
