THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this order on June 13 , 1989 by the following vote:

SUBJECT: Transportation Systems Management (TSM) Report
and TSM Action Plan
Mary Tofanelli, TSM Coordinator, Community Development
Department, introduced the members of the Pleasant Hill BART Station
Area TSM Advisory Committee.
She reported that this is the first annual report on TSM
activities in the Pleasant Hill BART Station area.
She noted that much of the report has involved extensive
documentation of the TSM efforts currently underway, and cataloging of
those projects affected by the TSM ordinance, and that an inventory of
all projects subject to the ordinance has been developed and attached
to the Board' s copy of the annual report. She noted that this
inventory will be used by the TSM Coordinator in measuring compliance
and to document new projects as they come on line. She noted that of
the 1465 employees in the Pleasant Hill BART Station area, about one
half of them responded to the transportation survey which produced
valuable information about commute habits. She noted a trend in the
Station Area as employees are beginning to move closer to their
workplace, and as commute length is shortened, employees are beginning
to return to the habit of driving alone; and therefore, to maintain
the level of commute alternatives, and to entice others to use TSM
measure, more emphasis must be placed on good local public transit,
ride sharing programs and TSM incentives for both the employer and
employee.
Ms. Tofanelli advised that at this time, in support of the
Pleasant Hill BART Area TSM Program, the TSM Advisory Committee is
recommending that the Board of Supervisors endorse the TSM Action Plan
as presented in the annual report.
Merle Gilliand, President of the Contra Costa Centre
Association and also representing Wallace/Olson, one of the property
owners in the area, talked about the formation of the property owners
association, the development of the TSM ordinance, and the cost to the
property owners to make a success of the TSM program. He stated that
they are encouraged the the program is going to continue and to
improve.
Gwen Regalia, from the Walnut Creek City Council and a
member of the Pleasant Hill BART Area TSM Advisory Committee,
discussed the potential of Park and Ride Lots to cut down on some of
the traffic, and the proposal to contact CCCTA or somebody to provide
express vehicles.
Supervisor Torlakson expressed the Board' s appreciation to
the TSM Advisory Committee for their efforts. Supervisor Schroder
asked the committee to send their report to the Cities of Concord and
Pleasant Hill and maybe the other cities in the County who would be
interested in what is taking place in the Pleasant Hill BART Station
Area in the TSM endeavor, suggesting it may even be a model.
Supervisor Schroder suggested that perhaps CCCTA should have
a member on the TSM Advisory Committee.
Supervisor McPeak commented that the Board had previously
taken action to receive the report and to amend the TSM ordinance,
that the Pleasant Hill Steering Committee on Friday had voted to adopt
the TSM Action Plan and she moved that the Board adopt the Plan.
As recommended by Supervisor McPeak, IT IS BY THE BOARD
ORDERED THAT the TSM Action Plan as presented on pages 9 and 10 of the
Annual Report on the Transportation Systems Management Program for the
Pleasant Hill BART Station Area is APPROVED.
