The Clerk of the Board of Supervisors heretofore noticed this as the time for hearing on recommendation of the San Ramon Valley Planning Commission on the request by the Athenian School to amend the Contra Costa County General Plan from Public/Semi-Public to Single Family Residential Low Density in the Diablo area. The proposed amendment pertains to the land use, circulation and recreation elements of the County General Plan. Jim Cutler, Community Development Department, presented the staff report on the General Plan Amendment request. He described the proposed site and presented a brief history of the request before the Board today. He also commented on issues including Mt. Diablo Scenic Boulevard, Mt. Diablo State Park, density, dedication of property to the State of California, and the knoll in the southern portion of the property. He commented on the staff recommendation for a trail for horseback riding and hiking wrapping around the back portion of the site going to a parcel of land dedicated by Blackhawk to the County for possible park use, and on a proposed bicycle trail. He commented on the location of the staging area for the park and the staff recommendation to delete the staging area at this point in time and to direct a separate study to determine the future location of the staging area. Mr. Cutler commented on the issue of visual impacts and the knoll located along the Blackhawk dedication property to the north which is now in the park. He recommended that the Board not make a decision today but take testimony and either approve the Planning Commission recommendation or make the modifications suggested by staff today and direct staff to come back with findings as staff needs direction from the Board. Supervisor Schroder complimented Mr. Cutler on his complete staff report and history of the area, and he requested clarification on the staging area. Jim Cutler responded to Mr. Schroder' s request. The public hearing was opened and the following people appeared to speak: Roderick Park, 531 Cliffside Court, Point Richmond, Chairman of the Athenian School Board of Trustees, presented a brief history of the Athenian School, commented on the requested General Plan Amendment and explained the eight provisos staff had recommended. He also commented on the Planning Commission recommendation that the original amendment area be designated for country estates with a forty-five unit cap. He commented that they supported the original staff concept over the country estates as providing better control of land use and more open space, however, that they find the Commission recommendation also acceptable. He also commented on the increase in open space from thirty-five acres to seventy-five of the one hundred and seventeen acres, and on the proposed resolution of Mt. Diablo Scenic Boulevard. He advised that they believe their proposal shows a high regard to developing an attractive addition to the community with substantial regard to environmental impact through the clustering concept to help provide a high proportion of open space and the campus reserve which adds towards this concept and protects the viewshed and that they support the recommendations of the original staff report. Bob Graham, 625 Pine Creek Road, Walnut Creek, spoke in favor of the Athenian School request, and urged the Board to support staff ' s recommended General Plan Amendment and the spirit of the General Plan Amendment recommendation from the Planning Commission. Barry Siders, P.O. Box 653, Diablo, expressed concerns including the widening of the road, increase in traffic, financial benefit to the Athenian School, the purchase of the property for a park, and advised that the Environmental Impact Report needs more work relative to trails. Hal Siebert, P.O. Box 310, Diablo, spoke in opposition to the proposed amendment and commented that the property should stay public/semi-public. Hubbard Howe, P.O. Box 225, Diablo, spoke in opposition to the development, and requested that the Board deny the requested amendment. Nancy S. Howe, 2220 Alameda Diablo, Diablo, spoke in opposition to adding traffic to Mt. Diablo Scenic Boulevard and to any further development. Nancy Siebert, P.O. Box 310, Diablo, representing the Athenian Neighbors ' Association, expressed concerns including the preservation of the rural beauty of this area, the road and drainage, and strongly opposed a zoning change and expressed preference for the school developing school buildings. Dorothy Petersen, P.O. Box 332, Diablo, spoke on the creek that is in the back of her property, her concerns with drainage, and she commented that development on the Athenian School property is an encroachment on Mt. Diablo. Seth Adams, P.O. Box 25, Concord, Program Director for Save Mt. Diablo, spoke in opposition to the proposed amendment and commented on an compromise alternative proposal by Save Mt. Diablo relative to the property. Dan Reid, 2510 Mt. Diablo Scenic Boulevard, Diablo, commented on issues including the use of the road, the condition of the road, and spoke in opposition to the project and zoning changes. Barbara Reid, 2510 Mt. Diablo Scenic Boulevard, Diablo, spoke in opposition to the zoning change. J.A. Kriz, Box 256, Diablo, commented on a presentation he had prepared for the Board, and spoke in opposition to the proposed amendment. Mr. Salveson, no address given, with the Diablo Creek Tennis Club, expressed appreciation to Mr. Cutler for his efforts and requested that they be informed as to future actions on this development. Roderick Park spoke in rebuttal. The public hearing was closed. Supervisor Schroder commented that the issue before the Board is the General Plan designation change. Supervisor Schroder recommended that the Board defer decision on this request in order to take into consideration all of the comments and testimony given today both pro and con relative to the road, drainage, visual impacts, the impact on the park, the financial impact on Athenian School, and that the Board defer the decision on the General Plan Amendment request to July 11, 1989 at 2 : 00 p.m. IT IS BY THE BOARD ORDERED that the hearing on the General Plan Amendment request ( 2-87-SR) is CLOSED; and decision on the request is DEFERRED to July 11, 1989 at 2: 00 p.m. I hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of SuMnlisora on the date shown.
