SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I
I . RECOMMENDED ACTION :
1 . Ratify the actions of Health Services Department staff in
agreeing to rent a storage bin from Integrated Environmental
Services , effective January 1 , 1989 , for storage of infec-
tious waste at the Richmond Health Center , and authorize the
County Auditor-Controller to pay $200 to cover the cost of
this rental from January 1 , 1989 through May 31 , 1989 ; and
2 . Approve and authorize the Chairman to execute on behalf of
the County, Contract Amendment Agreement 4426-167-3 with
Integrated Environmental Services , effective June 1 , 1989 ,
to amend Contract 4426-167-1 (effective November i , 1988
through October 31 , 1989 ) , for bio-hazardous waste removal
services , with a $38 ,400 increase in the contract payment
limit .
II . FINANCIAL IMPACT :
This contract is funded in the Health Services Department
Enterprise I Budget . The original payment limit of the Contract
was $81,900 . Approval of Contract Amendment Agreement 4426-167-3
will increase the total contract payment limit to $ 120 ,300.
The additional $389400 requested in this Contract Amendment
Agreement is the projected amount which is needed to cover the
cost of the increased volume of bio-hazardous waste to be
removed from County ' s Health Services Department facilities for
the remainder of the Contract term.

III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On November 1 .
1988 , the Board approved Contract #26-167-1 with
Integrated Environmental Services for bio-hazardous waste remo-
val services .

Subsequently, it was discovered that there was no storage area
within the building housing the Richmond Health Center for the
safe storage of infectious waste . In order to handle the
storage of this waste appropriately, Health Services staff
agreed to rent from the Contractor a locked steel bin,
constructed for storage of contaminated waste , which could be
placed outside the building. After receiving an invoice from
the Contractor for this rental , it was discovered that there was
no provision in the Contract to pay for this service.
Therefore , the Department is requesting that your Board ratify
this purchase of service and authorize the Auditor-Controller to
pay the $200 owed to the Contract from January 1 through May 31 ,
1989 . The storage bin rental will then be included in the terms
of the amended contract .
Over the past several months , the volume of infectious waste has
been greater than anticipated, and therefore , the Department is
requesting approval of Contract Amendment Agreement 4626-167-3 to
authorize sufficient funds to cover not only the cost of renting
the storage bin , but also the cost of increased infectious waste
removal services through the term of the Contract .
