SUBJECT: Authorizing Submission of a JTPA 8% Cooperative Agreement with the
California Department of Education (County #19-8107-0)

SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. ' RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County, a
State Education Coordination and Grants (SECG) 8% Funds Cooperative
Agreement for Program Year 1989-199b (County #19-8107-0), requesting
authorization to expend $108,124 of Job Training Partnership Act
(JTPA) 8% funds and a State match of $108,124 for the period July
1, 1989 through June 30, 1990 and further authorize the Executive
Director, Contra Costa County Private Industry Council, to make non-
substantive changes to said document as may be required by the State
Department of Education.

III',. REASONS FOR RECOMMENDATION/BACKGROUND:
By letter of April 18, 1989 the State Department of Education
notified the Contra Costa County Private Industry Council that a
total of $108,124 in JTPA 8% monies was available for PY 1988-89 as
well as an equal amount in State matching funds for use in this
Service Delivery Area (SDA) .
At the direction of the State Job Training Coordinating Council
(SJTCC) , these 8% monies must be used a) only for GAIN (Greater
Avenues for Independence) participants, and b) primarily for basic
skills, GED or English as a Second Language.
At its meeting of May 15, 1989 the Private Industry Council of
Contra Costa County approved the current service provider to
continue this 8% SECG program and the submission of an 8%
J Cooperative Agreement to the State Department of Education.
This . program will provide special assessment and remediation
services for approximately 95 referrals from the Social Service
Department of GAIN participants primarily those scoring below "200"
on the CASAS assessment test in Math and/or Reading. This total
includes 45 "new referrals" and 50 "carryover" participants from the
current program.
