SUBJECT: Set Hearing Date for Fee Increase for
Solid Waste Planning
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Set June 27 , 1989 , at 11 : 00 a.m. for a public hearing on
proposed fee increase for solid waste planning.
2. Authorize the Clerk of the Board to publish a public notice
of the hearing at least ten days in advance of the hearing.
FINANCIAL IMPACT:
The Solid Waste Planning Fee will increase to 50 cents per ton.
This increase will be effective July 1, 1989 , through June 30,
1990 . The increased solid waste planning fee is expected to
generate approximately $415,000 of revenue for fiscal year
1989-90 .
. REASONS FOR RECOMMENDATION/BACKGROUND
State law requires a public hearing before certain types of fees
are increased by the Board of Supervisors. County Counsel has
advised us that the Solid Waste Planning Fee is subject to this
requirement. Additionally, State law requires posting of the
hearing at least 10 days in advance.
Board orders and resolutions for the fee increase to be heard at
the June 27 , 1989 , meeting will be sent to the Board in the
agenda packet for that meeting. This increase from 20 cents per
ton is due to the establishment of a Solid Waste Manager, prepara-
tion of an Environmental Impact Report for the County Solid Waste
Management Plan, and the decrease in tonnage from 1 million to
875, 000 tons per year.
The solid waste collection companies have been notified of this
proposed fee increase.
This action is only to set the hearing date for' -•the ""public
hearing.
