SUBJECT: Buchanan Field Airport Master Plan Adoption Schedule
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Direct the Community Development Department to take on a
coordinative role with other affected County Departments and
governmental agencies with respect to the Buchanan Field
Airport General Plan Amendment, Buchanan Field Master Plan,
Airport Access Plan, and other improvements and applications
to be considered under the EIR currently under preparation.
2 . Approve the proposed schedule for resolving the issues at the
airport and encourage that all County staff and agencies work
toward meeting this schedule, to the extent practical.
FISCAL IMPACT
The Master Plan, Airport Access Plan, General Plan Amendment, and
CEQA documents are being financed under the Buchanan Field Airport
Enterprise Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1986 the Public Works Department began a process to update the
Buchanan Field Airport Master Plan and the Airport Access Plan. A
consultant team was selected by the Departments of Public Works and
Community Development and representatives of the Buchanan Field
Aviation Advisory Committee to prepare the Master Plan and related
environmental documents. In March 1988 a contract was granted to
the firm of McClintock and Becker to develop a new Master P1 or
the Airport under the Direction of the Airport Manager' s

On a separate path, the General Services Department has been
responding to Board direction to review the Reynolds and Brown
development agreement for a 13 acre parcel at John Glenn Drive and
Concord Avenue. Questions on the safety and financial feasibility
of the project have led to a need for the re-evaluation of the best
use of this property.
That review has led to the idea that a smaller scale mixed use
project of retail and office might be appropriate.
The Community Development Department is charged by the Board with
administrator responsibility of the California Environmental
Quality Act. They were requested by Public Works Department to
provide assistance to that department on the processing on the
environmental documents on this project.
In reviewing the need for an Environmental Impact Report and the
potential for change in the land use on the 13 acre parcel, the
staffs of the three departments prepared an alternative land use
element to be considered as part of the CEQA process to reflect
mixed. office and commercial use on the 13 acre parcel and updated
other parts of the plan to reflect the proposed Buchanan Field
Airport Master Plan. That is done as part of the planning function
of the Community Development Department.
It is desirable to clarify the roles of the three departments to
insure the project proceeds on an efficient schedule through
adoption.
The County Administrator' s Office has requested that the Community
Development Department take - on a coordination role between the
various County departments to insure that this process proceeds in
a timely fashion.
Staff will strive to meet the schedule shown on the attached page.
This schedule is tight but can be fulfilled if County staff,- the
consultant and the County Planning Commission act in a timely
fashion.
PROPOSED SCHEDULE
BUCHANAN FIELD MASTER PLAN
July 7 , 1989 - Administrative Draft EIR submitted to County
for Internal review and comment.
August 4, 1989 - Draft EIR submitted to County for processing
and distribution.
August 11/
Sept. 27, 1989 - Public review and comment period ( 45 days) .
Sept. 19, 1989 - Public hearing on DEIR by County Planning
to be held during the review period.
Responses to comments received on DEIR to be
prepared during the period August 25 - October
1, 1989 .
Oct. 6 , 1989 - October 6, 1989 Final EIR submitted to County.
County processes and distributes documents.
Oct. 24, 1989 - Planning Agency approves Final. EIR.
Nov. 28 , 1989 - Planning Commission holds public hearing on
General Plan amendments.
Dec. 12, 1989 - Board of Supervisors hearing on General Plan,
Master Plan, FEIR certification, and approves
Notice of Determination.
Dec. 13 , 1989 - County files Notice of Determination.
Jan. 12, 1990 - 30-day statute of limitation period.
