SUBJECT: Consideration of Proposed Ordinance Prohibiting
Discrimination in Contra Costa County Against
Individuals with Acquired Immune Deficiency Syndrome
(AIDS) .
The being the time before the Board of Supervisors for
consideration of a proposed Ordinance prohibiting discrimination in
Contra Costa County against individuals with Acquired Immune
Deficiency Syndrome (AIDS) , Supervisor Schroder indicated that he was
not inclined to give consideration to the ordinance as submitted,
however, that the Board should develop a strong anti-discrimination
public policy statement, not in ordinance form, but in resolution form
and he presented to the Board a copy of an anti-discrimination public
policy statement he wished the Board to consider. He read the
resolution (Exhibit A attached) into the record. He commented that the
development of a public policy for the County of Contra Costa should
not be confined to one situation but a strong, strong
anti-discrimination public policy statement such as the resolution he
had presented.
Supervisor Torlakson commented that in his opinion this is a
health issue and a rights issue and he would like the focus to be on
the health issue. He commented that there is not an ordinance per se
that bans discrimination based on sex, race, religion, other medical
conditions or physical handicaps, and that it might be appropriate to
amend into this ordinance such language to broaden its applicability.
Mark Finucane, Director of Health Services, agreed this is a
health issue and commented on his credentials including twelve years
experience in significant public health policy and health care
administration, State of California; Vice-Chairman of the California
Association of Public Hospitals; and member of the Executive Committee
of the National Association of Public Hospitals; member of the Board
of the Hospital Council of Northern California; and twice the elected
President of the California Association of Health Care Executives. He
commented that what was being proposed was consistent with ordinances
that had been passed by Sonoma, Riverside, Los Angeles, San Francisco,
San Bernardino, Alameda, San Mateo and Santa Clara counties. He
acknowledged the controversial nature of the ordinance and commented
on the idea of the ordinance coming from the Contra Costa Department
of Health Services and the Contra Costa AIDS Task Force. He commented
on reasons for the adoption of this ordinance, and urged the Board to
consider this ordinance and adopt it as a consistent public health
policy.
Dr. William Walker, Medical Director, Health Services Department,
commented on his credentials including fifteen years as a County
physician on County medical staff; current President of the California
Conference of Local Health Officers; and member of the 35 member
California State AIDS Leadership Committee. He commented on the
forthcoming Statewide AIDS Plan and the need for this ordinance.
Wendel Brunner, MD, Assistant Health Services Director, Public
Health, commented on his credentials including formal training in
public health and preventative medicine; background in biochemistry

Report and Levying Street Lighting Service Charges in County
Service Areas for Fiscal Year 1989-90
As recommended by the Public Works Director, IT IS BY THE
BOARD ORDERED that the aforesaid hearing is continued to June 6, 1989
at 11: 00 a.m.
