HomeMy WebLinkAboutMINUTES - 05091989 - 3.4 3 . 3 & 3 . 4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _May 9, 1989 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Proposed Property Tax Exchange Agreement The Board received a letter dated April 25, 1989, from Kent Peterson, Crockett Restoration Services, 615 First Avenue, Crockett 94525, commenting on the need to address traffic concerns on Highway 4 relative to the development of Franklin Canyon. The Board also received a letter dated April 28, 1989, from Mayor Bennett Tom, City of Hercules, indicating that the City believed the tentative agreement had been reached with County staff on the division of involved property tax revenues. Further, assuming Board agreement, Mayor Tom asked the Board to instruct staff to prepare by 5 p.m. on May 10, 1989, a draft property tax exchange agreement in order to allow the City Council and presumably the Board to consider and possibly approve it. Mayor Tom appeared before the Board this day and urged the Board to comply with the request as stated in his letter. He expressed the opinion that the proposed agreement has been negotiated in good faith with County staff by the City of Hercules and therefore should be drafted in final form by the deadline as referenced. Marilyn Leuck, City Manager, City of Hercules, advised that the City is desirous of viewing a draft agreement which would also include a proposal for division of the involved property tax based upon future sales tax allocation. She commented on the delay in accommodating this request. Ted Nelson, 25 Emerson St. , Crockett, spoke on need to complete improvements to Highway 4 from Cummings Skyway to the Hercules at I-80. There being no further discussion, IT IS BY THE BOARD ORDERED that Mayor Tom' s letter is RECEIVED and REFERRED to the County Administrator review.
