GILBERT, DIRECTOR OF GENERAL SERVICES nm} ra DAT May 9 1989 Costa E Y ' C"'`^' "J SUBJECT: APPROVING LIST OF ARCHITECTURAL FIRMS FOR REPLACEMENT HOSPITAL, 2500 ALHAMBRA AVENUE, MARTINEZ (WPE419) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE the following five firms as highly qualified to provide architectural services for the Replacement Hospital, with the first three listed in order of preference, as recommended by the County Selection Committee: (1 ) Kaplan, McLaughlin, Diaz, San Francisco; (2) Stone, Marraccini, Patterson, San Francisco; and ( 3 ) The Ratcliff Architects, Berkeley; together with the following two alternates: Henningson, Durham & Richardson/Dreyfuss, Blackford, Engler, A Joint Venture, Irvine and Sacramento, and Anshen and Allen, San Francisco. B. AUTHORIZE the Director of General Services or his designee to ( 1) negotiate an appropriate agreement with the firm listed first for architectural services at a price which the Director of General Services determines to be fair and reasonable to the County, and ( 2) if staff is unable to negotiate a satisfactory agreement, to formally terminate negotiations with the first firm and undertake negotiations with the other firms, in the order of preference determined by the Selection Committee and as described in Government Code Section 4528 , until an appropriate agreement is reached. II. FINANCIAL IMPACT Authorizing negotiations will have no significant financial impact. However, any agreement resulting from these negotiations will be submitted to the Board for approval, and, if approved, will encumber funds from the capital budget established for the Replacement Hospital. An agreement will be negotiated which will encumber funds for only one initial phase of service, not for full services. III. REASONS FOR RECONllU3NDATION/BACKGROUND A. Over the last three years, the County Administrator and Health Services Department have continued to explore with the Board options and means for replacing the physically and functionally obsolete Merritbpw Me r 1ospital. The feasibility of a replacement hospital on the existing site at 2500 Alhambra Avenue has been the subject of recent reports by Arthur Young and, most recently, by Lewin/ICF. The County Administrator and the Director of Health Services submitted these reports to the Board in November 1988 and April 1989. C. On January 31 , 1989, the Board authorized staff to issue requests for statements of qualifications to begin the process for selecting an architectural firm for the replacement hospital project, on the understanding that initial agreements will not extend beyond the programming and schematic design phases. D. After publishing requests for statements of qualifications throughout the State, the General Services Department received 21 statements of qualifications on March 7, 1989, including two from Contra Costa County firms, three - from Southern California, two from Sacramento, and one from out of State. E. A screening committee comprising representatives from the County Administrator' s Office, Health Services Department, General Services Department, and a private construction management firm reviewed the 21 statements of qualifications. Based on consideration of the information given in the statements of qualifications, the screening committee selected five most qualified firms for interviews. F. The County Affirmative Action Office found that the selected firms meet requirements of the County MBE/WBE policy for consulting services. G. On April 19 and 27, 1989, a selection committee interviewed the five firms. Each firm gave presentations designed to show why they are most able to provide the services required, and the committee quizzed each firm on anticipated planning and design concepts and approaches to site problems. Following the interviews, the selection committee ranked the top three candidate firms in order of preference, with two alternates, based on presentations during interviews, Statements of Qualifications, and responses from references. H. The selection committee comprised a Deputy County Administrator, The Director of Health Services, the Executive Director of Merrithew Memorial Hospital, the Administrator of San Bernadino Medical Center, the Director and the Assistant Director of General Services, two County physicians representing medical and psychiatric services, together with other representatives of the Health Services and General Services Departments who participated in the interviews and post interview discussions.
