FROM: Perfecto Villarreal, Executive Director cc:
SUBJECT: CHILD DEVELOPMENT PROGRAM PROPOSAL
I . RECOMMENDED ACTION:
APPROVE $11,579 in Housing Authority Local Management Funds for a six week
Child Development Program proposed by the Pre-School Coordinating Council , Inc. for
children six years of age and under residing in the El Pueblo Housing Development,
CAL 11-5, Pittsburg, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding for this program is available in the Housing Authority's Local
Management Fund.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Pre-School Coordinating Council , Inc. proposes to operate a six week
program for thirty children 6 years of age and under at a total cost of $11,579.00.
This program would be exclusively for children residing in the El Pueblo Housing
Development.
The proposed program would not only provide educational activities and good
nutritional opportunities for the children, but would also involve the parents by
offering training, information and/or referral to viable programs within the county.
Both the Policy & Strategy Committee and the Budget Committee of the Advisory
Housing Commission met to discuss this proposal and recommended that the Advisory
Housing Commission approve the expenditure of $11,579 in Housing Authority Local
Management Funds for the Child Development Program proposed by the Pre-School
Coordinating Council , Inc. At its Regular Meeting on Monday, April 17, 1989, the
Advisory Housing Commission voted to recommend approval of the expenditure
of $11,579 in Housing Authority Local Management Funds for a six week Child
Development Program proposed by the Pre-School Coordinating Council , Inc.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of
$11,579 from Housing Authority Local Management Funds to authorize the six week
Child Development Program at E1 Pueblo, CAL 11-5, Pittsburg, the young children of
that area would be deprived of a program which provides educational activities and
good nutritional opportunities.
