Spooner , Contracts AdministratorContra Costa DATE: April 27, 1989 County SUBJECT: Approve Submission ' of Declaration of Intent to Participate in 11 the Cuban/Haitian Entrant Program for FY 1988-89 and 1989-90 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director to execute a Declaration of Intent document (County 429=721-3) for submission to the State Department of Health Services . This document . declares the County ' s intention to enter into a FY 1988-89 and 1989-90 Standard Agreement with the State Department of Health Services for the reimbursement of medical and administrative costs incurred in the provision of medical services to indigent refugees and/or Cuban/Haitian entrants . II . FINANCIAL IMPACT : This Declaration of Intent document should result in a Standard Agreement with the State Department of Health Services . The Standard Agreement will reimburse the County 100% of actual costs of medical assistance to eligible refugees and Cuban/ Haitian entrants under the Federal Refugee Resettlement Program. The amount of reimbursement depends upon the number and type of services received by eligible refugees . No County match is required . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : . Since October 1 , 1983 , the County has claimed federal reimbur- sement through the State Department of Health Services for refugee and Cuban/Haitian entrant medical assistance costs . In order to participate in the program for FY 1988-89 and 1989-90 , the County must submit a Declaration of Intent to the State . Eligible refugees and Cuban/Haitian entrants are defined as those individuals who have resided in the United States for more than 12 months , but not more than twenty-four months , and who qualify for medical services from the County under Welfare and Institutions Code , Section 17000 . The Department maintains the necessary program records to document services rendered and fiscal records to show expenditures made . In order to meet the deadline for submission, copies of the Declaration of Intent have been forwarded to the State Department of Health Services , but subject to Board approval .
