HomeMy WebLinkAboutMINUTES - 05091989 - 1.62 T!Yi Board of Supervisors FROM: Phil Batchelor, County Administrator D os------ ATE: May 3, 1989 AUK SUBJECT: MATCHING FUNDS FOR SAN FRANCISCO FOUNDATION GRANT TO DEVELOP A COUNTYWIDE SYSTEM TO PREVENT AND RESPOND TO VIOLENCE BASED ON HATE AND BIGOTRY Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATIONS: 1. Agree to commit $27,500 in matching funds from the 1989-90 County Budget, which, along with $7,500 provided by the Human Relations Commission, and some $20,000 which is still to be raised, will fund the development of the hate/violence prevention program on a one-time basis. 2. Direct the County Administrator to include in the 1989-90 County Budget sufficient funds to provide the above match for the grant from the San Francisco Foundation. 3. Approve and authorize the Chairman and the County Administrator to execute on behalf of the County documents accepting the grant of$35,000 from the San Francisco Foundation. BACKGROUND: The Board of Supervisors has been committed to the development and implementation of a hate/violence prevention project in Contra Costa County and has indicated its willingness to assist in providing matching funds forfunds which might be raised by the Human Relations Commission for this purpose. The Commission has obtained a one-time grant from the San Francisco Foundation in the amount of$35,000 to assist in developing the hate/violence prevention model program in Contra Costa County. To provide the necessary matching funds,the Human Relations Commission has agreed to make available$7,500 of its own funds and to seek donations of approximately an additional $20,000 on the condition that the Board of Supervisors provide the remaining matching funds of$27,500. Board Members have indicated a willingness to provide these matching funds. The funds provided by the Foundation,the County,the Commission and other donations will provide a total of some$90,000 to develop a county-wide system to prevent and respond to violence based on hate and bigotry. These funds will cover the salary of Mr.Persily,who is currently working with the schools,law enforcement agencies and a variety of community organizations to develop the necessary county-wide system. These funds will also provide adequate clerical staffing to the Commission for the 1989-90 fiscal year to provide support to Mr. Persily in this effort and for related costs in developing the program. It is therefore recommended that the above actions be approved.
