C5-1953 ($3201-3891) to the new class of Senior Hydrologist at salary level
C5-2150 ($3898-4738) .
Establish the class of Senior Hydrologist (N9HC) and allocate to the Basic
Salary Schedule/level C5-2150 ($3898-4738). .
Amend Resolution 71/17 establishing positions and resolutions allocating classes to the
Basic/Exempt Salary Schedule, as described above.

SENIOR HYDROLOGIST
DEFINITION:
Under limited direction to develop and implement the Public Works
Department Hydrology program; to supervise the Hydrology Section staff; to
provide needed data, and guidance for calculations of complex hydrologic
problems to engineering personnel of the Public Works Department, other public
agencies and private professional engineering firms; to perform related work as
required.
DISTINGUISHING CHARACTERISTICS:
This single position class is located in the Flood Control Division
of the Public Works Department and is responsible for developing hydrologic
criteria and standards and managing the Hydrology program. General direction
is received from a Supervising Civil Engineer.
TYPICAL TASKS:
Develops hydrologic criteria and standards fro Contra Costa County;
develops and adopts computer models and procedures for hydrologic calculations
and analysis; develops hydrologic data base and its instant retrieval system;
prepares and reviews complex hydrologic studies; coordinates and provides
assistance to federal , state, regional , and local agencies on a variety of
hydrologic matters; trains department engineers in the application of
hydrologic procedures and computer programs; develops long range planning for
the hydrologic procedures and computer programs; develops long range planning
for the hydrology program; prepares and administers its budget; and supervises
the Hydrology Section staff.
MINIMUM QUALIFICATIONS:
License Required: Professional Hydrologist certified by American
Institute of Hydrology. Valid California Motor Vehicle Operator's License.
Education: Possession of a Master degree in Hydrology from an
accredited college or university.
Experience: Three years of work experience conducting hydrology
studies.
Substitution: Additional graduate studies in Hydrology at an
accredited college or university may be substituted for the required experience
on a year to year basis up to a maximum of two years.
KNOWLEDGE, SKILLS AND ABILITIES:
Good knowledge of theories, principles and application of hydrology;
knowledge of computer modeling and simulation; knowledge of application of
hydrology to engineering problems; knowledge of hydrologic criteria, standards
and procedures; knowledge of computerized hydrologic data collection and flood
warning system; knowledge of statistical and frequency analysis of hydrologic
data; knowledge of planning, design and construction of various drainage and
flood control facilities; ability to develop hydrologic criteria, standards and
procedures for the county; ability to develop and adopt computer programs for
various hydrologic analysis and studies; ability to solve complicated hydrology
problems; ability to develop, implement and manage short-range and long-range
hydrology programs; ability to train staff engineers in the proper application
of hydrologic procedures and computer programs; ability to coordinate with
other federal , state, regional and local agencies on major hydrologic matters;
ability to prepare comprehensive hydrology reports and recommendations.
