FINANCIAL IMPACT Recommended Allocation: The Board of Supervisors allocated $225,000 of General Fund monies in the 1988-89 FY Budget in support of the Human Services Challenge Grant Program. Of this amount, $15,000 was transferred to the Probation Department for Transportation Funding for Senior Tutors for Youth in Detention Programs. $25,000 was budgeted for administration support and $185,000 was available to fund proposals submitted by non-profit organizations. The recommended action will allocate the $185,000 to support fifteen proposals, as shown on Attachment A. These agencies will contribute in excess of $595,000 of non-governmental matching funds. POTENTIAL APPEALS The Human Services Advisory Commission (HSAC) received an appeal from the Independent Adoption Center. Their application was not one of the fifteen initially recommended for funding. After review of appeal information submitted by the agency in a letter dated April 14, HSAC members voted at their meeting of April 26, 1989 to deny the appeal and to so notify the Board of Supervisors. During the discussions preceding the action, HSAC members were informed that a representative of the Independent Adoption Center had been contacted that day by staff regarding their attendance at the HSAC meeting. The representative had indicated that he had not received the written notification and would not likely be able to attend. HSAC members indicated that the applicant agency would have the right to appeal the recommendation to the Board of Supervisors. BACKGROUND The Board of Supervisors initiated the Challenge Grant Program by allocation of $225,000 in the 1987-88 FY Budget and continued the program by a similar allocation in the 1988-89 FY Budget. On November 29, 1988, the Board approved criteria for award of Challenge Grant Funds and directed HSAC to utilize the criteria in evaluating applications for Challenge Grant funds for the 1988-89 fiscal year. On December 16, 1988, HSAC mailed notices to more than 700 non-profit agencies within the county. Press releases were distributed to all newspapers, radio and television stations serving the county. Initial Letters of Intent for 37 programs were received by the deadline of January 20, 1989. After a delay caused by a need to resolve the conflict of interest status of five members of HSAC, the 37 Letters of Intent were reviewed by six members of HSAC having no conflict of interest. On February 24, 1989, sponsors of 25 were invited to submit final applications and 22 were received prior to the deadline of March 20, 1989. Representatives of the applicant agencies made oral presentations before HSAC on the evenings of March 29 and 30. After review of the written and oral presentations, each of the six HSAC members completed, independently of each other, a rating sheet for each proposal. Based upon the average scores resulting from those ratings, HSAC selected 15 to be recommended to the Board of Supervisors for funding (see Attachment A). This action was approved unanimously by the five "not-in-conflict" members of HSAC at the meeting of April 5, 1989. On April 6, 1989, notices were sent to the sponsors of the 22 proposals, notifying them of the action of HSAC. In addition, they were notified that they had until April 12, 1989 to contact staff if they had questions regarding the decision of HSAC or the appeal process. A number of agencies made calls; and one, the Independent Adoption Center, indicated that they would make an appeal of the decision of HSAC not to fund their proposal, The Baby Clothing Store Project - $15,000 request. The action of HSAC was to deny the appeal and recommend that the 15 proposals, as initially selected, be submitted to the Board of Supervisors for funding. This information was provided to the appealing agency and the agency was notified that it could appeal this recommendation to the Board of Supervisors. CONCLUSION The Board of Supervisors, the non-profit community and HSAC have worked together to create a unique and meaningful process to improve the delivery of human services to those in need within the County. In two years, $550,000 of County funds will have helped generate in excess of $1,800,000 non-county funds. In 1988-89, $595,218 will come from non-governmental sources, of which $475,809 is monetary and $119,410 is in-kind. HSAC believes that this year's allocation will meet the criteria established by the Board of Supervisors to give priority to programs related to (1) Substance Abuse (2) Teen Pregnancy, and (3) Intergenerational Programs. HSAC also believes that this year's program has seen the start of the creation of new ongoing, innovative sources of non-governmental match funds to help augment County funds.
