HomeMy WebLinkAboutMINUTES - 05021989 - 2.2 I AW a- THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 2, 1989 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None RESOLUTION NO. 89/290 SUBJECT: Mental Health Cuts Proposed In the State Budget WHEREAS, State law requires counties to provide local mental health services; and WHEREAS, the State funds local mental health programs with a 90 percent allocation, requiring a 10 percent match from the counties with populations over 110,000; and WHEREAS, California was a national leader in "deinstitutionalization" of the State hospital during the 1960's and 1970's. Mental patients were to be moved from large State institutions to live in their own communities where they would receive more humane and. cost-effective treatment. The closure of the State hospitals would realize considerable State savings which were to have been transferred to the counties; and WHEREAS, the patients were transferred to the counties; but only a fraction of the savings and necessary cost was transferred with them; and WHEREAS, the transfer of the mental health program began underfunded, and has been steadily eroded by population growth and inflation; and WHEREAS, the lack of cost-of-living adjustments, coupled with underfunded mandates, has placed a signiicant burden on counties; and WHEREAS, the State's Legislative Analyst estimates that county match and overmatch has grown from $8.4 million in 1980-81 to $102 million in 1986-87; and WHEREAS, the California local mental health system is currently in an emergency situation; and WHEREAS, the Governor's proposed budget suggests the possibility of a $209 million reduction in local mental health services if certain legislative measures are not passed by the State Legislature; and WHEREAS, this cut would reduce the current level of state resources for the local care and treatment of the mentally ill by more than 40 percent which is five times the largest cut ever sustained in a single year in local mental health programs since 1957;p NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors opposes any reduction to local mental health programs. BE IT FURTHER RESOLVED that because there is a severe crisis in the California public mental health system, the Board of Supervisors will explore legislation or legal means to disengage from the mandates of the Short-Doyle (local mental health) Act. BE IT FURTHER RESOLVED that the Board of Supervisors authorized the Chair of the Board to sign this resolution on their behalf. Dept.: Health Services cc: County Administrator BY �� , DEPUTY 4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on -May_ 2, 1989 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None RESOLUTION NO. 89/291 SUBJECT: IHSS CUTS PROPOSED IN THE 'STATE BUDGET WHEREAS, the Board of Supervisors recognizes the importance of In-Home Supportive Services in keeping many blind, aged, and disabled persons safely in their own homes rather than in institutions; and WHEREAS, the primary services available through the In-Home Supportive Services program are domestic and related services; non-medical personal services, such as bathing and dressing, and essential transportation; protective supervision, such as observing the recipient's behavior to safeguard against injury; and paramedical services, which are performed under the direction of a licensed health care professional and are necessary to maintain the recipient's health; and WHEREAS, the FY 1989-90 Governor's Budget proposes to reduce the In-Home Supportive Services Program by $63.9 million, consisting of two parts: (1) a reduction of $31 million due to a limit on provider payments at the minimum wage rate, and (2) a reduction of $33 million due to a proposed cap on each county's average hours of services per case; and WHEREAS, the In-Home Supportive Services Program is a State/Federal mandated program with open-ended eligibility; and WHEREAS, the factors that influence the growth in the In-Home Supportive Services Program are beyond the control of the counties; and WHEREAS, these growth factors include: (1) the increasing frailty of recipients, (2) advances in medical technology that allow more severely disabled persons to remain at home, (3) the limited supply of nursing facility beds in the state, and/or (4) government policies and programs that have channeled more severely disabled individuals into the In- Home Supportive Services Program; and WHEREAS, staff to administer the In-Home Supportive Services Program and the Adult Protective Services Program are dependent on the County Services Block Grant; and WHEREAS, the proposed reductions in the In-Home Supportive Services Program will increase the institutionalization of frail persons; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors opposes any reductions in the In-Home Supportive Services Program and urges the Governor and the Legislature to provide a cost-of-living increase for the County Services Block Grant; BE IT FURTHER RESOLVED that the Board of Supervisors wishes to express its concern over any State Budget reductions which adversely impact the blind, aged, and disabled and authorizes the Chair of the Board to sign this Resolution on their behalf. /Om xV, Tom Torlakson, Chair, Contra osta County Board of Supervisors I HEREBY CERTIFY THAT THIS IS A TRUE AND CORRECT COPY OF AN ACTION TAKEN AND ENTERED ON THE MINUTES OF THE BOARD OF SUPERVISORS ON THE DATE SHOWN. Dept.: Health Services cc: County Administrator BY .�a.� DEPUTY ti THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 2, 1989 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None RESOLUTION NO. 89/292 SUBJECT: MISP Cuts Proposed in the State Budget WHEREAS, the Governor' s 1989-90 State budget proposes severe cuts in health care funds, specifically the reduction of $359 million from the Medically Indigent Services Program (MISP) , to the counties; and WHEREAS, public and private hospitals are finding it increasingly difficult to provide health care to indigent and uninsured (unsponsored) persons; and WHEREAS, counties, whether they contract for indigent health care services or operate county hospitals, provide nearly 70 percent of the total amount of uncompensated care in California; and WHEREAS, the original MISP program was established as a result of the State passing to the counties the responsibility for the medically indigent adult, formerly a component of the State Medi-Cal program; WHEREAS, the MISP transfer was accomplished over county objections with approximately 70 percent of the funding that the State had been spending in the same area and since then there has been a gradual erosion of the program costs, virtually no cost-of-living adjustments, and disregard for the rising costs for provision of medical care for the indigent; and WHEREAS, counties have attempted to respond to increasing health care access barriers by absorbing an increasing share of the unsponsored into their facilities yet, capacity limits and ever tighter resource limits are exhausting counties' ability to fill the increasing access needs of the unsponsored population; and WHEREAS, any reduction in the Medically Indigent Services Program will mean reductions in critical local services and an acceleration of the fiscal crisis facing counties; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors opposes any reduction in State General Fund dollars from the Medically Indigent Services Program; and BE IT FURTHER RESOLVED that the Board of Supervisors authorizes the Chair of the Board to sign this Resolution on their behalf. Mark Finucane, Health Services Director, commented on the need to be cognizant of mental health problems and therefore recommended that Sheriff Rainey be appointed as Honorary Mental Health Director to focus in on the number of jail inmates with mental health problems who are also incarcerated because of crimes. Board members being in agreement, IT IS ORDERED that Sheriff Richard Rainey is APPOINTED as Honorary Mental Health Director.
