SUBJECT: GRAND JURY REPORT ON REDUCTION OF
CRIME IN EL PUEBLO HOUSING PROJECT
I . RECOMMENDED ACTION:
ACCEPT the 1988-89 Contra Costa County Grand Jury Report on the "Reduction of
Crime in El Pueblo Public Housing Project".
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
As you know, E1 Pueblo is a 176 unit public housing development in Pittsburg,
California managed by the Housing Authority of the County of Contra Costa. For at
least the last decade, this public housing development has been troubled by drugs and
drug-related crimes. According to the Grand Jury, E1 Pueblo was considered to be a
"crime island surrounded by a city". In its 1988-89 Report, the Grand Jury finds
that because of the coordinated efforts of the Housing Authority, City of Pittsburg
and its police department, private security and supportive project residents, this
community has one of the lowest overall crime rates when compared to other
neighborhoods in the City.
A tremendous amount of effort and a variety of resources have been committed to
El Pueblo in the past three years. Among those resources committed to El Pueblo have
been funding for private security guard services and other security-related
management improvements, such as the "Just Say No" program and Camp Fire Crimebusters,
through both the Local Management Fund and the Comprehensive Improvement Assistance
Program. Additionally, the Advisory Housing Commission has committed its time and
talent to interface with the City of Pittsburg, its City Council and Police
Department and supportive project residents to insure the reduction of drug-related
crimes in El Pueblo.
The Housing Authority is proud of the positive .achievements made at El Pueblo!
