RECOMMENDATIONS
Adopt Resolution of Application for Annexation and authorize
submission to the Local Agency Formation Commission.
FISCAL IMPACT
The annexation of 26 parcels into County Service Area P-1 will
increase the revenue to P-1 by $1,300 (a $50 per parcel tax was
approved in 1986) . County Service Area P-1 will have to pay LAFCO
fees of approximately $850.
BACKGROUND/REASONS FOR RECOMMENDATIONS

At the time of the special tax election to establish the $50 per
parcel in 1986, it was determined that the southeast corner of
Subdivision 5000 was not included within the boundaries of County
Service Area P-1 . Some of the area residents were concerned
because their ballots did not include the special tax measure.
The Citizens Committee for County Service Area P-1 surveyed the
area and the majority are in favor of annexing to P-1.

The Board of Supervisors of Contra Costa, as the Governing Board
of County Service Area P-1 (Crockett Area) resolves as follows :
1 . This is a resolution to apply to the Local Agency Formation
Commission of Contra Costa County for its approval of an
annexation for County Service Area P-1 .
2 . The boundaries of the proposed annexation territory are as
set forth in Exhibit A hereto .
3 . The following persons are to be provided with a copy of the
report of the Executive Officer and to be given mailed
notice of the hearing :

COUNTY SERVICE AREA P-1
EXHIBIT A
All deed and map reference hereinafter referred to are as recorded in the
Office of the Recorder of Contra Costa County, State of California.
Being a portion of Subdivision 5000 as filed July 17, 1980, in Map Book
242 at Page 8, more particularly described as follows:
Beginning on the northern line of Duperu Drive at the southeastern
corner of Lot 97 of said Subdivision 5000 (242-8); thence along the boundary of
Subdivison 5000 the following courses: South 00155130" West, 335.29 feet; South
84030152" West, 1072.30 feet; North 39045129" West, 298.64 feet; North 34010`31"
East, 212.65 feet; North 55°49'29" West, 20.0 feet; North 34010131" East, 100.13
feet and North 55°49129" West, 42.30 feet to a point on the southwestern line of
Lot 115 of Subdivision 5000 (242-8); thence leaving the boundary line of
Subdivision 5000, South 89004130" East, 1141.37 feet to a point on the eastern
line of the aforementioned Lot 97 of Subdivision 5000; thence along said eastern
line South 01°27120" West, 53.01 feet and South 00055130" West, 14.18 feet to
the point of beginning.
Containing 12.56 acres, more or less.

PLAN FOR PROVIDING SERVICES
COUNTY SERVICE AREA P-1 ANNEXATION, CROCKETT
1. The Service Area would provide park and recreation services to the area.
2. The services include the Crockett Community Center, swimming pool and park
areas.
3. It would also be the intention of the service area to engage in additional
facilities and services supported by the community.
4. The future financial success and range of services will be dependent on
four actions.
o To the extent the Service Area continues to generate revenue through
facility rentals.
o The residents of Crockett voted for a special tax in 1986 to raise
revenue to operate and maintain services and facilities.
o The County Service Area must aggressively pursue State and Federal
grants to facilitate acquisition and development of facilities.
