SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chair to execute the Request for Release of Funds and Certification to the Department of Housing and Urban Development that the County has complied. with all applicable Federal environmental review regulations and transmit a Request for the Release 'of Funds under Title IV of- the Stewart McKinney Homeless Assistance Act of 1987 (Pub. L. 100-77 ) to be used for the below described projects: 15-51 Emergency Shelter Grant - Rubicon Programs: Provides assistance in the form of salaries for a drug abuse specialist to assist staff in redesigning a more effective program for the homeless with substance abuse problems at 2500 Bissell Avenue, Richmond. Funding requested: $9,200 15-52 Emergency Shelter Grant - East County Shelter - Phoenix Programs: Funding for rent, insurance and utilities to accommodate mentally disabled adults in an existing 20-bed overnight shelter located at 1401 4th Street, Antioch. Funding requested: $12,800 15-53 Emergency Shelter Grant - Souper Kitchen -Volunteers of America: A funding request to conduct minor interior alterations/renovations to existing facilities and purchase new equipment for an already developed, - operating homeless service center located at 16aBOAfM/(rITTEE Street, Richmond. For purposes of applicable Federal environmental review regulations, these projects were determined to be exempt and thus do not require separate approval from the Board of Supervisors. FISCAL IMPACT None. ( 100% HUD Funds) BACKGROUND/REASONS FOR RECOMMENDATIONS On February 7, 1989, the Board of Supervisors approved the allocation of $46, 000 in Emergency Shelter Grant Program funds to five sub-recipients and authorized the transmission of an application for such funds to the U.S. Department of Housing and Urban Development. Under the Stewart McKinney Homeless Assistance Act, these funds are available on an entitlement basis for use by these five sub-recipients for minor rehabilitation, equipment purchases, operating and social service expenses as identified in the respective project descriptions. The County recently received a notice indicating that its application for fiscal year 1989 Emergency Shelter Grant Program funds in the amount of $46, 000 has been approved.
