SUBJECT: PROGRAM SUPPLEMENT #70 WHICH PROVIDES FEDERAL HAZARD
ELIMINATION & SAFETY FUNDING FOR ENGINEERING AND
CONSTRUCTION FOR WILLOW PASS ROAD FROM BAILEY TO
PITTSBURG CITY LIMITS PROJECT.

Justification
I. RECOMMENDATION
Approve and authorize the Chairman of the Board of Supervisors to
execute Program Supplement #70 which provides $90, 000 in Hazard
Elimination and Safety (HES) funds for Engineering and
Construction for the Willow Pass Road project from Bailey Road to
Pittsburg city limits.
II. FINANCIAL IMPACT
The supplement provides a maximum reimbursement from HES funds
Of $90, 000. The project contract cost is estimated at $160, 000.
The additional funds will be provided through the West Pittsburg
Area of Benefit.

III. REASONS FOR RECOMMENDATIONZBACKGROUND
On June 21, 1977, the Board approved County-State Master
Agreement No. 04-5928 for the funding of Federal Aid Projects.
On August 4, 1987, Contra Costa County qualified for Federal
funds to widen Willow Pass Road from Bailey Road to Pittsburg
city limits.
In July 1987, a consultant was retained by the County to design
the project. The design is now nearing completion.
This project is scheduled to be advertised for contract bids in
July 1989. Construction is expected to be completed by October
1989.
Caltrans and the Federal Highway Administration have determined
that the County can be reimbursed for the County's estimated
engineering and construction costs for the project.
The County Transportation Committee reviewed this item on April
24, 1989.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this program supplement is not approved, the County will have
to absorb the entire cost of engineering and construction for
this project.
