HEALTH EDUCATION SPECIALIST - PROJECT
DEFINITION:
Under direction, assists with implementation of educational and
health promotion activities for the department; assumes responsibility for
educational aspects of assigned department programs; and performs related
work as required.
DISTINGUISHING CHARACTERISTICS: ;
This class is distinguished from that of Senior Health
Education Specialist - Project by the more limited scope of program
responsibilities; the closer supervision received and the absence of any
lead responsibilities.
Incumbents are assigned health education oriented
responsibilities for selected programs under direction of the Program
Administrator. Positions may be located in any of the major operating
divisions of the Health Services Department.
Incumbents in this class work in federal or state funded project
positions administered by Contra Costa County.
TYPICAL TASKS:
Assists administrators and supervisors in planning, conducting
and evaluating the health education and health prevention aspects of
departmental programs; carries out a specific phase of the program under
supervision-as assigned; confers with and advises staff on health education
and prev n�tative principles and the techniques of community organization;
assists in encouraging interest and activity in the promotion of public and
environmental health; reviews publications for educational suitability;
maintains and distributes health education material to the staff and the
general public, as appropriate; prepares visual aids and display materials;
assists with the assessment of community health needs; organizes and
arranges for discussion groups on health problems; publicizes health
programs and services through various media; evaluates and reports on
health education services and educational programs; assists in directing
and coordinating relevant training activities as needed in the Department.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's
License.
Education: Possession of a Master's Degree from an accredited
college or university in Public Health, Health Services Administration,
Social Work or a closely related field.
Substitution: A Baccalaureate Degree and one year of full-time
experience or its equivalent in a health services agency or program
performing health promotion, health prevention or health education work may
be substituted for the required Master's Degree, No substitution is
permitted for a Baccalaureate Degree.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles, techniques and practices of public
and community health education, including the understanding of the theory
and ability to apply knowledge of the basis of human behavior, the process
of education, motivation and group work, and the relationships of cultural
patterns to human behavior; knowledge of the structure of government,
public health procedures, methods and the effectiveness of various mass
communication media; knowledge of public health and related functions of
official and voluntary organizations on the federal , state and local
levels; ability to speak fluently and convincingly to the public; ability
to arrange and conduct public meetings; ability to deal tactfully with
employees, officials, community leaders and the public; ability to compile,
analyze and display data; ability to write clear and concise reports.

SENIOR HEALTH EDUCATION SPECIALIST - PROJECT
DEFINITION:
Under direction, implements educational and health promotion
activities for the Health Department; takes major responsibility for
educational aspects of assigned Health Department programs; may provide
work direction to others; and performs related work as required.

Specialist - Project by the broader scope of program responsibilities
exercised, the independence of action with which assignments are performed
and (in some cases) the exercise of lead responsibilities.

Administrator. Positions may be located in any of the major operating
divisions of the Health Services Department.
Incumbents in this class work in federal or state funded project
positions administered by Contra Costa County.

assessments and prepares reports and recommendations on community health
needs and services available to meet them; organizes and arranges for
discussion groups on health problems; publicizes health programs and
services through various media; evaluates reports on health education
services and educational programs; directs and coordinates relevant
training activities as needed in the department.

License.
Education: Possession of a Master's Degree from an accredited
college or university with a major in Public Health, Health Services
Administration, Social Work or a closely related field.
Experience: One year of full-time experience or its equivalent
in a health services agency or program performing health promotion, health
prevention or health education work.
QUALIFICATIONS FOR RESTRICTED POSITIONS:
Specific qualifications are required, beyond those listed above,
for positions which function as health educators pursuant to Section 1303
of Title 17 of the California Administrative Code as follows:
Education: Possession of a Master's Degree in Public Health with
specialization in health education obtained in a program of study approved
by the American Public Health Association.
