(PROJECT NO. 0671-6R6773-86) Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Approve and authorize the Chair of the Board of Supervisors to execute Program Supplement #68 which provides $250,500 in Federal Highway Administration (FHWA) Emergency Restoration funds for engineering, right of way, and construction for the Marsh Creek Road slide repair project. II. FINANCIAL IMPACT The supplement provides reimbursement from the FHWA Emergency Restoration Fund for 100 percent of the County's estimated engineering, right of way, and construction costs for the project. REASONS FOR RECOMMENDATIONfBACKGROUND On June 21, 1977, the Board approved County-State Master Agreement No. 04-5928 for the funding of Federal Aid Projects. On February 12, 1986, Contra Costa County qualified for Federal funds to repair a slide on Marsh Creek Road, .8 miles south of Royal Oaks Road in Eastern Contra Costa County. In July 1987, a consultant was retained by the County to design the project. Project design is now nearing completion. The project is scheduled to be advertised in Spring 1989. Construction is expected to be completed by Fall 1989. Caltrans and FHWA have determined that the County can be reimbursed for the County's estimated engineering, right of way, and construction costs for the project. County Transportation Committee has reviewed this item on April 24, 1989. IV. CONSEQUENCES OF NEGATIVE ACTION If this program supplement is not approved, the County will have to absorb the entire cost of engineering, right of way, and construction for this project.
