SUBJECT: LEGISLATION: AB 887 (Margolin)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position in SUPPORT of AB 887 by Assemblyman Margolin which directs
the State Department of Health Services to continue the AZT subsidy program
so as to continue to make this drug available to persons infected with the
human immunodeficiency virus (HIV) .
BACKGROUND:
The State Department of Health Services has been operating an AZT subsidy
program which was established in 1987 with federal funds. This program is
due to expire June 30, 1989 . State funds were appropriated by Chapter 977,
Statutes of 1988 for this purpose.
Assemblyman Margolin has introduced AB 887 as urgency legislation to
continue the AZT subsidy program indefinitely using the funds from Chapter
977 , Statutes of 1988.
Dr. William Walker, in his capacity as President of the Health Officers
Association of California, and the County' s Health Services Director, Mark
Finucane, support AB 887 and have urged the Board of Supervisors to also
indicate their support of AB 887 .
Dr. Walker has noted that the money made available by AB 887 is urgently
needed to continue the county' s efforts to prevent and treat the HIV virus
and that these efforts cannot be continued using only county funds.
