BACKGROUND: Under current law a wide variety of individuals who may come in contact with children are required to have an intradermal tuberculin test which, if positive, is required to be followed by a chest X-ray. Senator Doolittle has introduced SB 39 which includes as a part of the tuberculin test a test for the presence of the HIV virus. The County Health Officer, Dr. William Walker, in his capacity as President of the Health Officers Association of California, has indicated that that organization has taken a position in opposition to SB 39, as has the County' s Health Services Director, Mark Finucane. In opposing SB 39 Dr. Walker has indicated that "the bill adds nothing to the battle against HIV epidemic or to tuberculosis control. It is unscientific and poorly conceived and should be opposed.
