FROM: J. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR
DATE: May 2, 1989
SUBJECT: ORDINANCE NO. 16 FOR SANITATION DISTRICT NO. 15
Specific Requests) or Recommendations) & Background &
Justification
I. RECOMMENDATION
The Board of Supervisors of Contra Costa County, as and
constituting the Board of Directors of Contra Costa County

concerning establishing the annual service charges for
Sanitation District No. 15 Fiscal Year 1989-90.

time and place of the hearing including a general

III. REASONS FOR RECOMMENDATIONIBACKGROUND:
Each year the County Sanitation Districts are required to
set by Ordinance the annual sewer service charges.
Government Code Section 54992 describes what steps are
necessary before such an ordinance can be adopted.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The District would be unable to collect sewer and water
service fees for Fiscal Year 1989-90. The collection and
treatment of sewage is necessary to protect the public
health and the environment. A safe, dependable, potable
water supply is also essential. If the District is unable
to collect the service fees it would have to borrow money to
provide these services, and future service charges will have
to be increased to repay the borrowed money.
