SPECIFIC REQUEST(S) OR RECOMMENDATION(SI & BACKGROUND AND JUSTIFICATION
RECOMPEENDATIONS
1. Authorize Chair to sign a letter to the Port of Oakland
requesting a. meeting for collective review of supplemental
data and test results for upland dredge disposal, as many
days prior to draft supplemental EIR certification as is
possible.
2. Authorize Chair to sign a letter to the Delta Advisory
Planning Council regarding County position on the North
Delta Water Management Program.
3 . Direct that the Community Development Department recommend
use of reclaimed water for future landscaping the south side
of the Benicia-Martinez Bridge as part of the CALTRANS
planning process for the second span of the bridge.
4. Direct the Community Development Department to review the
CWPC/ABAG water conservation landscape guidelines, recommend
modifications to existing guidelines, and consider methods
to improve application of regulations.
5. Direct the Community Development Department and
Redevelopment Agency to report on how water conservation
landscape regulations are being applied to the Pleasant Hill
BART Redevelopment Area.
6. Request the Community Development Department to develop
training sessions in conjunction with the Contra Costa Water
District and East Bay Municipal Utility District for plan
checking with regard to landscape guidelines.
/ . Authorize Chair to sign letter encouraging the Cities of
Brentwood, Clayton, Concord and Pleasant Hill to adopt water
conservation landscape guidelines.
8. Authorize Chair to sign letter to the Federal Energy
Regulatory Commission registering concern regarding the
proposed Carquinez Dam project.

BACKGROUND/REASONS FOR RECOMMENDATION
1 . The Water Committee has requested that a workshop be
arranged by the Port of Oakland as a method to review recent
results of tests, base data, monitoring plans and mitigation
and contingency plans which were requested for proper
evaluation of proposed upland disposal of dredge sediments.
The Water Committee has further requested that the Port
arrange this meeting as soon as possible to allow adequate
time to examine and comment on this material prior to
certification of the Supplemental Environmental Impact
Report sometime between the 6th and 15th of June, 1989.
Participants in this collective review would include Port
staff, the Contra Costa Water Agency, Contra Costa Water
District, Fish and Wildlife Committee, Senator Nejedly, and
the Central valley Regional Water Quality Control Board.
2. In their letter of July 11, 1988, the Delta Advisory
Planning Council (DAPC) requested the Board of Supervisors '
endorsement of the North Delta Water Management Plan. This
plan would reduce flood potential and reduce reverse flows
(with other resultant beneficial results) by increasing
capacity of the Mokelumne River, improvements to levees, and
installation of tide gates and cross channels.
County staff has been watching this plan develop, and
questions this and other programs planned for the South and
West Delta areas. Therefore, the Water Committee recommends
that a position at this time would be premature until after
release and examination of the EIR%EIS on the project, and
this should be communicated in a letter to DAPC.
3 . On March 14, 1989 the Board referred to the Water Committee
the issue of possible use of reclaimed water for landscaping
at the entrance to the Martinez-Benicia Bridge. The Water
Committee endorses use of reclaimed water for beautification
of the area at the entrance to the County at the south end
of the Martinez-Benicia Bridge. The Water Committee would
advise the Community Development Department to recommend
this as part of the CALTRANS planning process for the second
span of the bridge.
4. The Committee for Water Policy Consensus has developed a
model set of water conservation landscaping regulations and
is encouraging cities and counties to adopt guidelines.
Contra Costa County has had landscaping guidelines since
1985.
The Water Committee recommends that County landscape policy
be updated to reflect the recent CWPC%ABAG water
conservation landscape guidelines, and consider methods by
which these guidelines could be implemented. The revised
guidelines should be brought back to the Water Committee for
recommendation to the Board.
5. The Water Committee wishes to ensure that water conservation
landscaping is required for the Pleasant Hill BART
Redevelopment Area, and requests that a report be submitted
regarding landscaping plans for that area. The Water
Committee would like to see this area used as an example of
a successful water conserving landscape effort.

6. Training sessions are recommended by the Water Committee as
a method to ensure consistency in application of landscape
regulations during the plan check process.
All cities in the County except Brentwood, Clayton, Concord
and Pleasant Hill have adopted some kind of water
conservation landscaping regulations in response to a
concerted effort by the Committee for Water Policy Consensus
and water districts.
7. The Water Committee wishes to encourage the Cities of
Brentwood, Clayton, Concord and Pleasant Hill to join the
other cities of Contra Costa County in adoption of water
conservation landscape guidelines.
8. The proposed Carquinez Dam Project, sponsored by Pacific
Water and Power, Inc. , would consist of a 120-foot high.
diversion dam across the Carquinez straits, and a
40 ,000-acre reservoir with a powerhouse and transmission
line. objectives of the project would include the
elimination of salt water intrusion into the Delta, and
power generation.
The Water Committee wishes to register major concerns with
this proposal, including opposition to a barrier concept,
the importance of flow action to the Bay-Delta estuary,
destruction of existing marshlands, potential reservoir
flood problems, and impact on fish and wildlife.
