May 23 , 1989 COU SUBJECT: Transportation Committee Report w SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: The following recommendations were adopted by the Transportation Committee at its May 8 meeting: 1. Approve the attached resolution opposing proposed cuts in Federal aid to mass transit and send copies of the resolution to our Congressional delegates and the County Connection; and 2. Adopt a position opposing AB 1611 (MTC Representation - Eastin) and authorize the Chair to send letters to our state legislative delegation and MTC indicating the County' s opposition. 3 . Adopt a position in support of AB 1463 (Transit Tax Credits - Klehs) which provides tax credits for employers who provide free transit passes. FINANCIAL IMPACT: None REASONS FOR RECOMMENDATIONS/BACKGROUND: 1. Earlier this year, a letter from the Board of Directors of the County Connection requesting support for federal aid to mass transit was referred to the Transportation Committee. The Transportation Committee recommends that the Board of Supervisors declare its intent to oppose cuts in federal aid to mass transit as proposed by President Bush. 2 . AB 1611 , by Assemblywoman Delaine Eastin (D, Union City) , revises representation on the Metropolitan Transportation Commission. Representatives from Alameda and Santa Clara Counties would be increased from two to three for both counties. The extra representation would be achieved by eliminating the voting positions held by the ABAG and the BCDC. Representation for the other MTC counties would remain the same (Contra Costa Orig.Dept. The Transportation Committee opposes this bill because there is no need for it. Additional representation for Santa Clara and Alameda Counties would balkanize transportation issues instead of fostering a regional viewpoint. 3 . AB 1463 provides employee and employer incentives and recognizes employer-provided free parking as a disincentive to the use of alternative forms of transportation. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on 14AY 2 3 1989 by the following vote: AYES: Supervisors Powers , Schroder, McPeak and Torlakson NOES: None ABSENT: Supervisor Fanden ABSTAIN: None RESOLUTION NO. 89/338 SUBJECT: Proposed Cuts in Federal ) Aid to Mass Transit ) WHEREAS, continued economic growth and prosperity in the County of Contra Costa depend on the ability of its people to maintain their economic independence by traveling to and from jobs, stores , and shops; and WHEREAS, more than 3.7 million rides are taken annually by Central Contra Costa County area citizens on the County Connection, 40 percent to and from work; and WHEREAS, sharp reductions in federal aid, as proposed in the fiscal year 1990 Reagan Administration budget, would result in the loss of an estimated $1 . 3 million in operating funds to Central Contra Costa County together with the prospect of reduced service, prohibitively higher fare, the loss of jobs and business; and WHEREAS, the use of mass transit services in Central Contra Costa helps to promote energy conservation, clean air, and efforts to alleviate gridlock on our highways, NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors of Contra County hereby resolves to: 1 . Strongly oppose the 50 percent overall reduction in federal transit aid as proposed, because of the severe transportation effect and economic dislocation it would cause in Central Contra Costa County. 2. Call upon its Congressional delegation, Senators Alan Cranston and Pete Wilson and Representatives Ron Dellums and George Miller, to voice strong opposition to the proposed reductions and to work for full funding of the grants program of the Urban Mass Transportation Administration during the coming year. The bill proposes to revise membership on the Metropolitan Transportation Commission by giving additional representation to Alameda and Santa Clara counties, the two most populous counties in the Bay Area. The bill does not change Contra Costa' s representation, we currently have two representatives on the Commission. Our primary reason for opposing the bill is simply that it is not needed. The current composition of MTC provides balanced representation for all parts of the Bay Area which helps to foster a regional viewpoint on transportation issues. AB 1611 could possibly balkanize the Commission and certainly would reduce the participation of the North Bay counties which comprise a sizeable portion of the MTC region.
