SUBJECT: Hearing On Appeal Of William F. Young and Nell Young
Relative to Land Use Permit 2084-88 In The E1 Sobrante
Area.
This being the time heretofore noticed by the Clerk of the Board
of Supervisors for hearing on the appeal of William F. Young and M.
Nell Young (appellants from the decision of the Contra Costa County
Planning Commission sitting as the Board of Appeals upholding the
decision of the Zoning Administrator on the request by William F.
Young (applicant and owner) to establish a second residential unit
(LUP 2084-88) in the E1 Sobrante area.
Mary Fleming, Community Development Department, presented the
staff report on the appeal, described the project site, gave a brief
history of this request for a second unit, and commented on the staff
recommendation to accept the environmental documentation as adequate,
deny the appeal of Mr. Young and uphold the decision of the Zoning
Administrator and the Board of Appeals and adopt the findings as set
forth in the Planning Commission' s resolution.
The public hearing was opened and the following person appeared
to speak:
William F. Young, 1125 Kelvin Avenue, E1 Sobrante,
appellant/applicant, commented on a brief history of the second unit
request, the second unit ordinance, and a problem concerning the
calculation of the square footage of his lot. He commented that he
had agreed to attach the second unit to the main residence. He
commented on a revised plan he had presented and that had not been
approved.
Supervisor Fanden commented that there was a way the issues could
be resolved through further discussions with staff, and recommended
that Mr. Young meet with staff and discuss the matter further, reach
agreement and return to the Board in three weeks.
Supervisor McPeak seconded the motion and advised that this type
of request was what the Board wanted to encourage and that the issues
should be addressed and resolved.
Supervisor Schroder commented that this could be accomplished
with the right approach by the applicant and expressed concern with
Mr. Young' s allegations regarding the staff report' s validity.
IT IS BY THE BOARD ORDERED that the hearing on the above matter
is CONTINUED to June 20, 1989 at 2: 00 p.m. ; and staff and the
applicant are REQUESTED to work together to resolve the issues
concerning this matter.
