RECOMMENDATION
ACCEPT report from County Administrator on status of emergency
construction, APPROVE the Marsh Creek Detention Facility masterplan as a
guide for future development and AUTHORIZE the County Administrator or his
designee to amend O'Brien-Kreitzberg and Associates ' contract for extra
project and construction management services required for the Marsh Creek
construction activities.
FINANCIAL IMPACT
The Board of Corrections has approved grants totalling $5,261, 697 for
construction at the Marsh Creek and Martinez Detention Facilities and the
County has appropriated $2,348,667 to match the state grant. The completed
construction and a portion of the proposed future construction are funded
by the $7,610,364 referenced above. The $156,220 amendment to the
O'Brien-Kreitzberg & Associates contract for management services is
budgeted as part of this appropriation.
REASONS FOR RECOMMENDATION/BACKGROUND
The Marsh Creek Detention Facility was established in 1937 as a minimum
security honor farm. The original facility consisted of surplus wood Coast
Guard buildings that were moved to the site. During the early decades,
inmate population growth was gradual and building construction was limited.
In recent years, the County' s inmate population increased at unprecedented
rates. The majority of inmates were housed at the Martinez Detention
Facility, .however, as crowding increased at the main jail, pretrial inmates
were moved to Marsh Creek. The number of beds at Marsh Creek increased
from 172 in 1983 to 376 in 1988 with the construction of a new 120 bed
dormitory. The population continued to grow and was capped at 400 in
February 1988 when the facility' s leach field failed. Given the pressure
of growing system-wide crowding, the Board declared an emergency on March
1, 1988, authorizing the construction of additional housing and the repair
and improvement of appurtenant facilities and utilities necessary to
support the increased inmate population.
As a result of proposed new construction and repair work, coupled with the
lack of a well documented facility infrastructure, the Coupcontracted
for a facility master plan to document the facility' s h` for , describe

required for a long term operation. Once the West County Justice Center
becomes occupied, the Marsh Creek Detention Facility will once again be
limited to housing sentenced minimum security inmates .
As part of the masterplanning process, the consultant evaluated each
existing building noting its age, condition, code deficiencies, the
presence of asbestos containing material, etc. Based on cost and
functional use, each building was judged on its potential for long term
retention and potential future use. Based on this analysis and required
operational needs, the masterplan provided a site development plan and
listing of construction projects, which included new construction, repair
and alteration of existing buildings and repairs and modifications to the
facility' s infrastructure. Space needs (architectural programs) were
developed for each functional activity, such as administration, staff
support, medical and inmate programs.
In addition to documenting existing facility problems, the masterplan is
also a systematic guide to assist the County in planning ongoing capital
projects. Authorization and funding of projects will require separate
actions. The plan has been reviewed and approved by the Sheriff-Coroner as
well as participating representatives from the General Services Department,
Health Services Department and the County Office of Education. In
addition, the Correctional and Detention Services Advisory Commission
(CADSAC) has toured Marsh Creek and endorses the Masterplan.
The emergency work authorized in the March 1 , 1988 emergency Board Order
has been completed. This completed work consists of two 120 bed
dormitories, an outpatient clinic and improvements to the wastewater system
(sewer lines, septic tanks and leach fields) , the fire service main, the
communication system, and inmate recreation facilities. The improvements
to the existing wastewater system provide adequate capacity at present.
The initial plan to construct a new wastewater treatment facility was
cancelled following local community opposition and resultant lawsuit and
court order. If the originally proposed wastewater treatment facility is
required in the future, an environmental impact report will be required
before this project would proceed. All emergency work was designed and
constructed in about one year' s time.
Non-emergency work in progress consists of two new classrooms, a laundry, a
new chapel and additional recreation facilities. Future work includes such
items as a replacement administration building, expanded inmate programs
(including a library) , expanded parking, an emergency generator, utilities
upgrades, road improvements, and site lighting. Limited funds for these
projects are provided, in part, by the State grant, appropriated County
general funds, Office of Education funds and the Inmate Welfare Fund.
At the time the masterplanning effort began, the consulting project
manager, O'Brien-Kreitzberg & Associates, was authorized to prepare the
master plan and oversee construction of a single 120 bed dormitory during a
six month period. Since that time, the scope of services has expanded to
include two 120 bed dorms, a wastewater treatment facility and
miscellaneous smaller projects at the Marsh Creek facility. These services
have spanned a 15 month period with construction currently totalling
$3 ,546, 000. In addition to normal project and construction management
services, the scope of work has also included site improvements
(communication, electrical, water and propane) , asbestos abatement, site
utility documentation, fire code deficiencies and administrative and
technical services for various Sheriff ' s Department projects. Funds for
these additional services are currently available from the Board of
Corrections grant and appropriated County matching funds.
Funds are currently available for some of the work identified in the
masterplan. In addition, the County is monitoring the work of the State
legislature as it develops procedures for distributing jail project funds
authorized by Proposition 86. Other sources of funds for specific future
projects may include the Inmate Welfare Fund, the Office of Education and
the Criminal Justice Facilities Construction Fund (for video arraignments
and conferencing projects) . State grant mandated match funds and
supplemental funds will be sought in future years.
