RECOMMENDED ACTION: APPROVE expenditure of $3,000 from Housing Authority Local Management Funds for authorization of 1989 Summer Recreation Program for E1 Pueblo Youth to be operated by the Boys & Girls Club of East County, as recommended by the Advisory Housing Commission. II . FINANCIAL IMPACT: Funding for this program is available in the Housing Authority's Local Management Fund Account. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority has received a proposal for a 1989 summer recreation program for the youth of El Pueblo from the Boys & Girls Club of East County. Currently, the Boys and Girls Club of East County provides an after school and summer program activities for the youth of East County at Central Junior High, 1201 Stoneman Avenue, Pittsburg, and they have proposed an expansion of their program to include El Pueblo youth. They have also indicated that there is the possibility they will be operating the summer food program at their present location, eliminating the need for the Housing Authority to furnish space for this program. In the costs associated with providing the proposed program for El Pueblo, the Boys & Girls Club of East County included $20,000 for the purchase of a van. During deliberation by the Advisory Housing Commission' s Policy & Strategy and Budget Committees, it was suggested that the Housing Authority allocate a total of $3,000 toward the proposed program with $1,200 for Summer Recreation Program and Field Trips and $1,800 toward purchase of a vehicle to transport E1 Pueblo children, contingent upon the Boys & Girls Club obtaining matching funds. On April 17, 1989 both the Policy & Strategy and Budget Committees recommended that the Advisory Housing Commission recommend approval of the allocation of $3,000 to the Boys and Girls Club of East County for the operation of a summer program for the youth of El Pueblo. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $3,000 from Housing Authority Local Management Funds to authorize the 1989 Summer Recreation Program for El Pueblo Youth, the youth of that area will be deprived of a program which provides recreational , educational and social activities to its participants.
