RECOMMENDED ACTION: APPROVE $5,746 in Housing Authority Local Management Funds for an eight week Summer Program for Young Children proposed by the Bayo Vista Tiny Tots Nursery School for children three to seven years of age residing in the Bayo Vista Housing Development, CAL 11-10, Rodeo, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding for this program is available in the Housing Authority's Local Management Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Bayo Vista Tiny Tots Nursery School , a Headstart Program operated in Bayo Vista, proposes to operate an eight week program for thirty-five to fifty children 3 to 7 years of age at a total cost of $5,746.00. This program would be exclusively for children residing in the Bayo Vista Housing Development. The proposed program would provide arts and crafts, social skills, exercise and good nutritional opportunities for the children. Field trips, which could be of an educational nature, would also be included. The original proposal from the Bayo Vista Tiny Tots Nursery School requested $4,246 for staff costs only. Housing Authority staff, after reviewing the proposal , recommended that an additional $1,500 be provided to cover the cost of supplies, materials and field trips, bringing the total cost to $5,746.00. Both the Policy & Strategy Committee and the Budget Committee of the Advisory Housing Commission met to discuss this proposal and recommended that the Advisory Housing Commission approve the expenditure of $5,746 in Housing Authority Local Management Funds for the Summer Program for Young Children proposed by the Bayo Vista Tiny Tots Nursery. At its Regular Meeting on Monday, •May 15, 1989, the Advisory Housing Commission voted to recommend approval of the expenditure of $5,746.00 in Housing Authority Local Management Funds for an eight week Summer Program for Young Children as proposed by the Bayo Vista Tiny Tots Nursery. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $5,746 from Housing Authority Local Management Funds to authorize the eight week Summer Program for Young Children at Bayo Vista, CAL 11-10, Rodeo, the young children of that area would be deprived of a program which provides wholesome activities and good nutritional opportunities.
