SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Approve appointment of the persons to be nominated by each
Supervisor and the County Planning Commission to the Tree
Task Force established under the Board Order on March 28 ,
1989.
2. Direct the Task Force to start functioning as soon as
possible to achieve the objectives indicated in the Board
Order of March 28 , 1989, make periodic progress reports to
the Board through the Community Development Department and
complete the assigned task by October 31 , 1989.

None, except the staff time.
BACKGROUND/REASONS
In the past, persistent efforts have been made to preserve open
spaces, develop parks and protect heritage trees. Each new
development was required to plant trees. However, it has been
felt that trees planted in the past did not necessarily suit the
locations where they were planted. Their healthy growth was
retarded either by inadequate soil/climatic conditions or
improper environment and their full potential for streetscaping
and urban design effects has not been realized.
In some areas trees caused damage to road pavements, sidewalks,
sewers and power and telephone lines and had to be removed. Some
trees could not survive the draught conditions experienced by the
county during the last three years. Some new developments and
roads/freeway widening activities havd also caused the loss of
mature trees. '

As a result, past efforts have not been able to increase the tree
population to the desired levels or for the desired effects.
At the same time, there is increasing scientific evidence that
tree population will have to be significantly increased to
counter the effect of gases generated by the industrial
civilizations, e.g. , carbon dioxide by combustion of fossil
fuels, methane from solid waste dumps, and nitrous oxides from
motor vehicles and fertilizers.
Recognizing the urgent need to protect the existing trees and
adopt measures to increase the tree population in a well planned
manner, the Board of Supervisors established a Tree Task Force by
a Board Order on March 28, 1989.
On April 25 , 1989 , in support of Supervisor Fanden' s proposal to
inaugurate and encourage urban reforestation activities, the
Board members planted five trees on Pine Street in Martinez as a
kick-off ceremony.
The Community Development Department has since requested each
Supervisor' s office and the County Planning Commission to send in
their respective nominations for the Tree Task Force in response
to the Board Order of March 28 , 1989.
In view of the urgency of the project, it is recommended that
under this Board Order the nominations to be received from the
Supervisors and the Planning Commission be given prior approval
for appointment to the Task Force. The Task Force, thus created,
may further be directed to start functioning as soon as possible
to achieve the objectives indicated in the Board Order of March
28 , 1989, make periodic progress reports to the Board through the
Community Development Department and complete the assigned task
by October 31, 1989.
