RAINEY, Sheriff-Coroner •;_ ;• Costa n; ;g County C'°T�'� COU11-fY `Pti DATE: May 15, 1898 - SUBJECT: Cardroom Ordinance SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: County Cardroom Ordinance be changed as follows: Revise County Ordinance 52-3 . 505 to allow 24- hour operation of cardrooms. - Require cardroom licensee to provide a complete list of all cardroom permittees employed by them. Additions or deletions must be reported as they occur. BACKGROUND: On August 16, 1988, Mr. Wilbur Duberstein appeared before the Board of Supervisors on the matter of allowing Texas Hold'em in the Contra Costa County cardrooms. After the Board had approved the playing of Texas Hold' em in Contra Costa County cardrooms, Mr. Duberstein further requested that an additional fifth game be approved by the Board for play in County cardrooms. The Board directed the Sheriff' s Department to review the cardroom ordinance as regards the playing of a fifth card game. Subsequently, Mr. Duberstein expanded his requests for cardroom ordinance revision in several letters to the Board of Supervisors and the Sheriff ' s Office. The Sheriff' s Office met with Mr. Duberstein to solidify his requests for ordinance revisions. At that meeting, Mr. Duberstein withdrew his request for allowing a fifth game in County cardrooms. He did, however, propose and this office agreed with the recommendations listed above. Mr. George Roemer of the County Administrator' s Office requested that these issues be reviewed by County Counsel. County Counsel recommends against the proposed revision to allow the issuing of a cardroom license to a corporation.. That amendment has been removed pending further discussions between County Counsel and Mr. Duberstein. The County Counsel' s office will take no position on the proposal to allow 24-hour operation of cardrooms.
