Approval of Contract 423-108 with PSP Information Group , Inc.
SUBJECT: for an Alcohol /Drug Abuse/Mental Health Client Information and
Billing Computer System
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute - on behalf of the
County, Contract 423-108 with PSP Information Group , Inc. ,
effective May 23 , 1989 , with a maximum payment limit of
$680 ,000 , for a two year period following implementation of a
Mental Health , Drug, and Alcohol client information and billing
system.
II . FINANCIAL IMPACT :
The financing of the required system has been accomplished at no
cost to the County. The contract as structured is composed of
two parts . The first part contains initial payment provisions
of $230 ,000 for the hardware and installation . This amount has
been approved for payment by the State primarily through the use
of $178 ,7'30 in FY 1986-87 Short-Doyle Mental Health Rollover
Funds , $21 , 270 in one-time Methadone Drug Program Savings , and
$30 ,000 in Alcohol Program fee collections .
The second part consists of the software fee of $450 ,000 . PSP
has agreed to forego normal payment on a service rendered basis
and will instead , accept payment from A/DA/MH revenue increases
generated beyond those currently in existence . The County will
reimburse PSP twenty percent of any new revenues in a given
fiscal period up to a maximum amount . In the event the County
generates no new revenues , PSP receives no additional payment
beyond the initial State-financed payment . This arrangement
will remain in place for a peiod of two years . At the end of
the two year period, the County will own the computer system
hardware and a perpetual license to use the software .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
The Health Services Department has been negotiating with PSP for
the past nine months to provide a Mental Health, Drug Abuse , and
Alcohol Program management information and billing system. The
current Departmental computer system is generally adequate for
billing purposes but does not contain the unique data fields and
retrieval requirements mandated by State reports . On October 61
1987 , the Board approved the revised Rollover Proposal which
included State funding to acquire this client data computer
system.
The Contract has been approved as to legal form by the Office of
the County Counsel .
