Approval of Standard Contract #24-513 with New Connections for
SUBJECT: development of a new Drug Abuse Prevention , Intervention and
Treatment Program for Central Contra Costa County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County, Standard Contract #24-513 with New Connections in the
amount of $46 , 606 for the period May 23 , 1989 - June 30 , 1989
to develop a new drug abuse prevention , intervention and treat-
ment program for Central Contra Costa County. This document
Includes an automatic contract extension from June 30 , 1989
through September 30 , 1989 in the amount of $30 ,000 .
II . FINANCIAL IMPACT :
This contract is fully funded in the Health Services Department
Budget for 1988-89 [Org. #59361 . The contract payment limit is
funded by State Drug Abuse Program funding and County funding,
estimated as follows :
$41 , 946 State Drug Abuse Program Funding
4 ,660 County Funding
$46 , 606 Total .Contract Payment Limit
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
This contractor has been providing drug abuse program services
under Contract #24-745-29 in the Northwest area of Contra Costa
County and was the successful applicant in the Department ' s
Request for Proposals to provide drug abuse services to indivi-
duals in Central Contra Costa County.
The funding for this new contract service program in Central
Contra Costa County comes from funds that were part of the
County ' s former methadone maintenance clinic service contract
with California Health Associates , Inc. (under Contract
4624-297 ) . Approximately $300,000 in Federal , State and County
funds were freed up when the Department restructured the metha-
done maintenance program by changing to Bay Area Addiction
Research and Treatment , Inc . (BAART) as a more cost effective
provider of methadone maintenance clinic services (under
Contract #24-469 ) , and allowing these funds to be redirected to
other unmet needs within the drug abuse treatment and prevention
system. When annualized in the next budget , this new Central
County drug abuse prevention , intervention and treatment program
will cost approximately $ 120 ,000 in FY 1989-90 .
