III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
Each year the State makes AB-8 Special Needs and Priorities
Funds ( SNAP) available to counties . On February 28 , 1989 , the Board
authorized submission of applications for various projects under the
Refugee Health Services , Computerized Information Systems , Elderly Care
Projects , and Distressed County Facilities categories for SNAP funding.
The State has notified the Department that Standard Agreements
for Special Needs and Priorities Funding will be forwarded to the
County within the next week for those projects specified above. These f
documents must be executed by the County and returned to the State by fit"
May 26, 1989. The State requests early approval of these grant docu-
ments because funds not obligated by June 30 , 1989 will revert to the
State ' s General Fund.
To expedite return of the documents to the State , it is
requested that the Health Services Director be authorized to execute
the Standard Agreements on behalf of the County.
