Spooner , Contracts Administrator Costa DATE: May 11, 1989 County SUBJECT: APPROVAL OF SPECIAL NEEDS AND PRIORITIES GRANT FUNDING SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director to execute on behalf of the County, Standard Agreements with the State Department of Health Services for State AB 8 Special Needs and Priorities (SNAP) funding totaling $105 , 178 for three projects under the FY 1988-89 Budget Act , as set forth below: Category Project Description Funding Refugee Services to high-risk refugees State Health including an INH Prophylaxis $ 35 , 880 Services Compliance Program, a Hepatitis B County Match Perinatal Prevention Program, and $ 389895 Perinatal Health Education Computerized Computer equipment and staff training State Information for the Public Health Laboratory, $ 11 , 200 Systems the Communicable Disease Control County Match Program, Public Health Nursing, and $ 11 ,200 the Occupational and Employee health Programs Elderly Startup funds for a West County State Care Outpatient Geriatric Specialty $ 58 ,098 Projects Clinic County Match $ 78 , 789 II . FINANCIAL IMPACT : The Department has received notification that the State is awarding a total of $105 , 178 ' of State SNAP funding for the projects described above. The County Match of $38,895 for the Refugee Health Services Project will be included in the FY 89-90 Budget . The $11 , 200 County Match for the Computerized Information Systems Project is included in the FY 88-89 and 89-90 Budgets . The Department will finance the required County Match for the Elderly Care Project through a reallocation of existing resources , coupled with the continued pur- suit of outside revenue sources . It is anticipated that within 12 months of full operation , the Outpatient Geriatric Specialty Clinic will be self sufficient . REASONS FOR RECOMMENDATIONS/BACKGROUND : Each year the State makes AB-8 Special Needs and Priorities Funds ( SNAP) available to counties . On February 28 , 1989 , the Board authorized submission of applications for various projects under the Refugee Health Services , Computerized Information Systems , Elderly Care Projects , and Distressed County Facilities categories for SNAP funding. The State has notified the Department that Standard Agreements for Special Needs and Priorities Funding will be forwarded to the County within the next week for those projects specified above. These f documents must be executed by the County and returned to the State by fit" May 26, 1989. The State requests early approval of these grant docu- ments because funds not obligated by June 30 , 1989 will revert to the State ' s General Fund. To expedite return of the documents to the State , it is requested that the Health Services Director be authorized to execute the Standard Agreements on behalf of the County.
