SUBJECT: CONTRA COSTA COUNTY'S SB 140 PROJECT APPLICATIONS FOR
1989

Justification
I. RECOMMENDATION
Adopt the attached Resolution and Authorize the Public Works
Director to apply for State-Local Transportation Demonstration
program matching funds for various road improvement projects.
II. FINANCIAL IMPACT
The eligible area of benefit and Measure "C" project costs can be
reduced by as much as 15 percent for a savings of $7,517,000.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Senate Bill 140 approved by the State Legislature allocates $300
million of state funds to match a portion of any road, highway or
mass transit project state wide which will be constructed by
funds other than Federal or State funds.

Each project submitted to Caltrans will qualify provided that it
increase capacity, extend service or extend the life of the
existing facility by ten years. All applications are due to
Caltrans by June 30, 1989; all contracts are to be awarded after
January 2, 1989 and before June 30, 1991; and the project must be
completed by June 30, 1993 .
The maximum amount of state match authorized under SB 140 is 50
percent. However, due to the expected number of projects meeting
the guidelines, we are estimating a 15 percent state match for
each project.
The following is a list of the projects which will be completed
by June 30, 1993 :

IV. CONSEQUENCES OF NEGATIVE ACTION
If we do not apply for the SB 140 funds, we stand to lose
$7,517,000 in State Local Transportation Demonstratioan funds.

SUBJECT: AUTHORIZE THE PUBLIC WORKS DIRECTOR TO APPLY FOR STATE-
LOCAL TRANSPORTATION DEMONSTRATION PROGRAM MATCHING
FUNDS FOR VARIOUS ROAD IMPROVEMENT PROJECTS
BE IT BY THE BOARD RESOLVED as follows:
1. The Public Works Director is hereby authorized to sign
Senate Bill 140 applications in order to receive State-Local
Transportation Demonstration Funds.
2. That the Public Works Director is authorized to file
applications for the following projects to receive State-
Local Transportation Demonstration Program matching funds.
A. State Route 4: Widen from Kellogg Creek to Discovery
Bay Boulevard
B. State Route 4: Widen from Big Break Road to Empire
Avenue
C. Stone Valley Road: Provide left turn lane at St. Paul
