HomeMy WebLinkAboutMINUTES - 05161989 - T.1 4 T. 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 16, 1989 by the following vote: AYES: Supervisors Powers, Fanden, McPeak, and Torlakson NOES: None ABSENT: None ABSTAIN: Supervisor Schroder SUBJECT: Preliminary report of the Touche-Ross Study on Acme Closure and Post Closure Plans. The Board on April 18 , 1989 fixed this date to hear the results of a study on a rate regulation program for the Acme Transfer Station by Touche-Ross. Phil Batchelor, County Administrator, reviewed the scope of the study and the preliminary recommendations contained therein. He noted that no approvals or decisions are being asked of the Board at this time. Gary Brayton, partner with Touche-Ross, reviewed the findings of the study and preliminary policy recommendations. He noted that the objectives of the study were to verify the reasonableness of the historical and projected closure and post closure costs at the Acme Landfill and to recommend some policies for the County in determining fair and equitable assessment of closure cost in the future Acme Transfer Station rates. Don Blubaugh, City Manager of Walnut Creek, and representing the Public Managers' Association, requested that the Board delay any action on the preliminary policy recommendations for 30 days in order for cities and districts to review the study. Mr. Blubaugh identified several areas which he felt needed additional discussion. Paul Morsen, representing the Central Contra Costa Sanitary District, also requested a 30-day review period. Board members discussed the matter in some detail as well as requesting clarification of various issues with Mr. Brayton and with staff . Following lengthy discussion, the Board took the following actions: 1. Adopted a position of preliminary support for the policy recommendations included in the preliminary report from Touche-Ross on Acme Fill' s closure and post-closure costs, and expressed preliminary support for Alternatives 1 and 2 of Exhibit 3 of the Report, which identifies various alternatives for assessment of closure costs. 2. Requested the County Administrator to report back to the Board on May 23 , 1989 on the scope of additional increments to the Touche-Ross study, including review of previous Acme Landfill customers and review of base operating rates at the landfill. 3 . Directed that a public hearing be held on at 11:00 a.m. on June 13 , 1989, and that the County Administrator report back to the Board prior to such hearing on contact with operators and franchisors to determine commitment to use the Acme Transfer Station, review of preliminary cost estimates on the closure of the Contra Costa Sanitary Landfill in Antioch and the West Contra Costa Landfill in Richmond, and the results of a workshop on the Touche-Ross report with cities and sanitary districts. 4. Authorized the County Administrator to send a letter to Acme Fill on behalf of the Board of Supervisors, reaffirming the . Board' s request that Acme not increase rates until the study is complete. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
