BACKGROUND: On April 2, 1989, 'Animal Control Officer Sue Burden assisted the UC and Berkeley Police departments in a joint drug task force operation at 4602 Esquela Court, Richmond, CA. During the course of the search two pit bull dogs were encountered in the garage. Officer Sue Burden responded to the call for assistance. The pit bull dogs were chained up in the garage and had not eaten for some time. They were, needless to say, very upset and vicious to anyone who entered the garage. Animal Control Officer Burden quickly snared the dogs one at a time and placed them into the Animal Control vehicle. The dogs put up a tremendous fight and had to be controlled effectively so as to protect the law enforcement officers who had entered into the garage. Sue did this task well and as humanely as possible and showed a great deal of courage.
