SUBJECT: PROPOSAL TO INCREASE REPRESENTATION ON THE SOLID WASTE
COMMISSION FROM THE SANITARY DISTRICTS
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. Determine that the seat on the Solid Waste Commission representing the six Sanitary Districts shall be rotated
among the six Sanitary Districts,with each Sanitary District holding the seat for four years(2 two-year terms)
unless a vacancy occurs in the position before the end of a four year period, in which case the seat shall rotate
to the next Sanitary District. The rotation shall begin with the Sanitary District currently holding the seat and
shall proceed alphabetically until each Sanitary District has had an opportunity to hold the seat,at which time
the rotation shall begin again.
2. Remove this item as a referral to our Committee.
BACKGROUND:
On March 7, 1989 the Board of Supervisors made an appointment to the Solid Waste Commission representing the
six Sanitary Districts which do not have permanent seats on the Commission. At that time a question was raised
regarding the possibility of having an additional seat on the Commission for the six Sanitary Districts. The Solid
Waste Commission was asked to advise our Committee on their preference in this regard.
On April 19, 1989 the Solid Waste Commission considered this matter and recommended that the six Sanitary
Districts rotate membership on the Commission on a two-year basis.
On May 8, 1989 our Committee reviewed the recommendation of the Solid Waste Commission. While we agree
with the Commission that an additional seat need not be.added at this time for the six Sanitary Districts,we believe
that in order to insure stability and continuity on the Commission each Sanitary District should have a total of two
two-year terms on the Commission. If a vacancy occurs during one of these two-year terms then the Board of
Supervisors may wish to consider moving on to the next Sanitary District in alphabetical order. However, in the
absence of a resignation in mid-term, we believe that each Sanitary District should have the opportunity to have a
member serve two full two-year terms.
