SUBJECT: BYRON FIRE DISTRICT'S INTEREST IN BECOMING A "PAID"DISTRICT
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. Encourage the Byron Fire District Board of Fire Commissioners to continue to move in the direction of becoming
a"paid"district with salaried firefighters on duty during the hours when volunteers are least likely to be available.
2. Remove this item as a referral to our Committee.
BACKGROUND:
At the request of the 1988 Internal Operations Committee the Board of Supervisors asked the Byron Fire District
Board of Fire Commissioners to determine their interest in becoming a fully professional "paid" fire district by
assessing the homeowners in the district for the cost of adding salaried fire fighters at each station for the majority
of the hours each day.
In response to the Board's request our Committee received the attached letter from the Board of Fire Commissioners.
On May 8, 1989 we met with Chief Papadakos, the Chair of the Byron Fire District Board of Fire Commissioners
and several citizens from the area. While the Fire Commissioners are not interested in moving immediately to fully
staffed and"paid" status, they are exploring ways in which to increase staffing at the fire stations.
Currently,Chief Papadakos has trained young people at each station from 8-5 Monday through Friday. While this
does not provide on site coverage in the evenings and weekends, it has proven to be a very cost-effective way of
providing coverage during the hours when volunteers are least likely to be available.
We believe that the Fire Commissioners need to be encouraged to continue to study the possibility of forming an
assessment district in order to raise the funds which are needed to increase staffing in the District. It was noted at
our meeting that there is interest in the community in making the Byron Fire District an independent district with
its own elected Commissioners.

SUBJECT: POSSIBILITY OF BECOMING A PAID DISTRICT
At the regular meeting of the Byron Board of Fire
Commissioners on March 14, 1989, Terry McGraw of the County
Administrator ' s Office , met with the board and discussed the
possibility of a paid district .
After discussing different possibilities, it was an
unanimous view of the Board, except Commissioner Fuss who was
absent, that a paid district is not a now issue . Instead,
expand the hours of the present daytime fire fighter program.
At present, there is one fire fighter at each station from
0800 hours to 1700 hours .
The district will analyze the process and investigate
the triggers that might cause us to make the issue of paid
full-time fire fighters a more urgent issue .
May we also draw your attention to Goals of 1989, item
number 8.

1 . Get defibrillators in place and volunteers trained to use
them.

2. Resolve the 4" and 4 1/2" connectors

3. Get equipment as requested by District Officers.

4. Take steps to acquire land for both stations.

5. Pursue, as an interim measure, cross train Delta
Diablo/San 19, Rec. 800 (?) School staff who would be in
Byron/Discovery Bay during the day, as volunteers.

to drive water tenders.
