SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt a position in support of SB 1221 (Hart) Beverage Contain-
ers, as amended.
FINANCIAL IMPACT
None.
BACKGROUND
SB 1221 would raise redemption values for beverage container
types that fail to reach 65 percent recycling to 5 cents. Con-
tainer types that meet the 65 percent standard, but fall short of
the 80 percent goal adopted by the Legislature in 1986, will be
increased to 5 cents for every two containers (two for a nickel) .
Additionally, any container 24 ounces or larger would be counted
as two containers, and carry a 10-cent redemption value. Addi-
tionally, the bill would increase the redemption value to at
least 5 cents after December 31, 1992 for all beverage container
types that are not being recycled at 80 percent or more.
In order to reduce landfilling costs and meet recycling goals
established in export agreements in Contra Costa County, it is
important that high levels of public participation and recycling
be established.
Recycling rates reported in March by the State Department of
conservation indicate that the overall recycling rate in the
State has dropped in the last 6 months from 51 percent to 46
percent. This recycling rate is half that of states with 5-cent
redemption laws. The experience of New York, Oregon, Massachu-
setts, Iowa and other states as well as public opinion surveys in
California, all indicate that higher redemption values will
increase public participation in recycling. Therefore, support
of this bill is recommended.

In addition, it would be appropriate to inquire about the current
system for distributing money which results from unredeemed bev-
erage containers in the Redemption Bonus Account. This fund
comes from bottlers of beverages statewide and is distributed
through a contract for services system under the jurisdiction of
the Department of Conservation, Division of Recycling, for litter
abatement and recycling activities and/or public information and
recycling services. This fund should benefit all citizens equal-
ly; however, current patterns for distribution indicate that the
money does not impact all areas in an equitable manner. There-
fore, it might be appropriate to review and implement a different
system that would impact counties or local jurisdictions equally.
