Bragdon Contra Director of Community Development C1VJla By: Sara Hoffman, Solid Waste Manager County DATE: May 9, 1989 SUBJECT: Acme Landfill Expansion Request SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Accept report from the Solid Waste Manager on the status of the Acme Landfill Expansion Request before the Regional Water Quality Control Board. FINANCIAL IMPACT None to the County. BACKGROUND/REASONS FOR RECOMMENDATION At its April 25, 1989 meeting, the Board of Supervisors requested staff to report on the response from the cities in support for the Acme expansion request before the Regional Water Quality Control Board. A letter was sent by staff on April 28, 1989 to every Mayor and Sanitary District President requesting that their City Council/Sanitary District Board adopt a resolution of support or send a letter of support on the Acme expansion request. Sample letters and resolutions were included with the request. In addition, copies of the letters were sent to each City Manager and Sanitary District Manager. Staff then called each of the cities the following Monday and Tuesday, to confirm receipt of the letter and to answer any questions. Also, the Solid Waste Commission - voted to support the expansion request, as did the West County Solid Waste Management Authority. The item is scheduled for most City Councils on May 9, 15h or 16th. The Fish and Wildlife Committee has identified potential sites in the Martinez area. Staff has provided this information to Acme Landfill, Inc. and strongly suggested that their presentation before the California Regional Water Quality Control Board contain as much information as possible on mitigation sites. Water Board staff has indicated that replacement wetland sites is a critical issue. I
