SUBJECT: Status of County Training Programs
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Accept report on the status of the county training programs;
acknowledge their value to employees; and recognize their impact on
the citizens of our County.
BACKGROUND
Under the direction and encouragement of the Board of Supervisors
to recognize its employees as the County' s most valuable resource,
the Personnel Department, through its Employee and Organizational
Development Division, has achieved significant accomplishments
during the past year.
♦ The Training Council, established in March, 1988, is a group
of department heads providing general policy direction for
countywide employee training.
♦ Two major training programs, FrontLine Leadership and Working,
were incorporated into the training program. These include a
series of skills-based training programs for management and
non-management employees.
♦ More than 3, 000 County managers, supervisors and other
non-management employees enrolled in 15 countywide training
programs conducted 168 times during the past year.

A
2-A Contra Costa County Statement of Values was developed by the
Training Council and adopted by the Board of Supervisors in
August, 1988. The Statement of Values was distributed to all
County employees as well as placed conspicuously in County
offices.
♦ The third Management Development Specialist joined the
training team in October, 1988.
♦ The Contra Costa County Training Institute was established in
March, 1989. Formerly Employee and Organizational
Development, the Training Institute exists to promote a
countywide culture consistent with the Statement of _Values and
to develop training and educational programs that promote
knowledge and develop skills that reflect these Values.
♦ Space in the George Gordon Education Facility was remodeled to
.provide a permanent Countywide Training Facility.
♦ A Developing Excellence Training Program Catalog of countywide
training was produced and distributed to departments.
♦ A series of required transition training programs was
developed for newly appointed and promoted management and
non-management employees.
♦ A computerized tracking and reporting system was established
to monitor completion and recognition of employee training
accomplishments.
